IT IS notified for the general information of the public that the Minister for Education, for the purposes of reviewing and realigning the education, training and research sector in light of the new Constitution, establish a Task Force to be known as the Task Force on the Review of Education, Training and Research Sector. 1. The Task Force shall comprise of the following— Douglas Odhiambo (Prof.)—(Chairperson) Peter N. The Terms of Reference of the Task Force are to— (a) analyze the implication of the new Constitution on education, training and research for national development; (b) review the education system in Kenya in relation to— (i) relevance and responsiveness of the curriculum to vision 2030; (ii) access, equity, quality and transitional issues; (iii) structure of education system from kindergarten to university, including tertiary educational institutions, institutions of research, special needs education, adult education, village polytechnics, homecraft centers and childcare facilities; (iv) investment in education, both public and private; (v) institutional management or governance; (vi) human capacity in education at all levels; (vii) the place of information communication technology and other technologies; (viii) niche markets with reference to national, regional and international dynamics; and (ix) moulding and mentorship values. (c) undertake a situational analysis of the education sector by— (i) reviewing all relevant documents including reports of commissions, policy papers, and legal documents; and (ii) reviewing best practices from countries which have national and county governments. (d) undertake a needs assessment to establish gaps in relation to— [323 THE KENYA GAZETTE 28th January, 2011 (i) curriculum delivery process including relevance and responsiveness of the curriculum; and (ii) status of implementation of the targeted education sector interventions. (e) present periodic reports as and when required; (f) propose an appropriate educational management framework at the national, county and institutional levels; and (g) review policy and legal frameworks. 3. The Task Force shall have the power to— (a) hold consultative clustered county meetings or workshops with stakeholders; (b) hold national level education consultative conference of stakeholders; (c) co-opt local and international experts in particular areas of need as may be necessary; (d) commission studies or researches to institutions or individuals with requisite expertise, as required to undertake its tasks; (e) co-ordinate and consult with relevant ministries, departments and agencies in order to access all the relevant information, documentation and studies as are relevant to enable the Task Force execute its mandate; (f) nominate an acting-chairperson from amongst the members in the absence of the Chairperson; 4. The Task Force shall submit to the Minister periodic drafts of the proposed legal and policy frameworks for review, discussion and feedback on the following priority areas— (a) financing of education sector at all levels of government and modalities of resource mobilization to ensure provision for free and compulsory basic education; (b) regulatory frameworks for both public and private investors in the country; (c) framework on the relationship between national and county governments and structures in the management and implementation of education programmes; (d) national strategy for institutional and human resource capacity development in the education sector; (e) national strategy for research, monitoring and evaluation, education management information system, information and communication technology and to define their role in the education sector; and (f) a national education qualification framework. 5. The Final Report shall contain— (a) comprehensive Task Force report; (b) proposed Sessional Paper; (c) Draft Education Bill; and (d) Cabinet Memorandum and Policy brief. 6.
