PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the implementation of the proposed Tulaga filling station. The proposed filling station will consist of: Structural steel canopy. Concrete driveway to provide access into and from the petrol station. A service bay, service yard and a tire centre for vehicles‘ maintenance 4 no. of toilet-rooms for men and ladies. A parking for six vehicles. Store. Septic tank. An interceptor tank. Underground storage tanks as follows: for Diesel-30,000 litres, Super Petrol-20,000 litres and Kerosine-10,000 litres. 4 no. of fuel-dispensing pumps. The proposed Tulaga Oil Service Station will be located at Engineer Shopping Centre, along Njabini-Ol Kalou road and about 100 Km from Nairobi. It will be located on plot number Nyandarua/Kitiri/1347, measuring 1.02 ha. The following are the anticipated impacts and proposed mitigation measures: Environmental Impacts Suggested Mitigation Measures Changes in hydrology/ impeded drainage Proper Installation of drainage structures Install cascades to break the impact of water flowing in the drains. Ensure efficiency of drainage structures through proper design and maintenance. Provide gratings to the drainage channels. Regular checks on any sludge along drainage channels. Visual checks of oil interceptors and drainage channels for any leaks. Soil erosion Control earthworks; rehabilitate degraded areas and compact loose soils Provide soil erosion control and conservation structures where necessary and landscaping Proper disposal of excavated loose soil. Air pollution through dust and gaseous emissions Control speed and operation of construction vehicles. Prohibit idling of vehicles. Water should be sprayed and dust generating areas/ activities. Regular maintenance of construction plant and equipment. Proper use of PPEs. Environmental Impacts Suggested Mitigation Measures Noise pollution Maintain plant equipment (if present/ used). Construction activities to be restricted to day time. Provision of appropriate PPEs. Appropriate selection of machinery. Pollution from oil and petroleum products Proper storage, handling and disposal of new oil and used oil, petroleum products and related wastes. Concrete handstand floors for all areas handling oil/ grease/ petroleum products Maintain plant and equipment to avoid leaks. Provide oil interceptors along the drain leading from car wash, service bays, oil storage areas and dispensing pump islands. Regular scheming of the interceptor and regular tests on waste water leaving the interceptor to ensure compliance with set standards. Monitoring of leakages and spills Water resource Management of water usage. Avoid unnecessary wastage especially at the car washing bay and installation of conserving taps Rain water harvesting Recycling of water where possible. Road safety Enforce speed limit. Provide bill boards at the sites/ entrance to notify motorists about th e development. Provide clear views of acceleration and deceleration as approved by the town engineer. Public health and occupational safety Sound solid and liquid waste management. Design of sewerage system should be adequate and conservancy and septic tanks constructed. Provide first aid kits on the site. Training on occupational health and safety and first aid administration. Train staff on petroleum products handling. Sensitize workers on HIV and AIDS. Fire safety training/ Emergency response procedures (ERPs) Training in fire fighting and regular drills. Install firefighting equipment and ensure fire equipment is in good working condition. Emergency response plan including contacts and simple instructions on how to handle fires, products spills, LPG incidents and product contaminations. Keep gas cylinders in a well ventilated section outside building. Water Quality/Waste Management Construct oil interceptors and monitor daily Environmental Impacts Suggested Mitigation Measures Strict adherence to the provisions of waste management and water quality 28th January, 2011 THE KENYA GAZETTE 317 regulations Construct adequate and standard conservancy tanks and/ or septic tanks as advised by the engineer Reduce wastes at source, recycling and disposal of unrecyclable wastes in approved dump sites. The proponent contract a registered waste handler.
