PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the implementation of the proposed Kenya Medical Association housing estate. The proposed development is a residential estate consisting of 154 housing units, a commercial centre, a health club and a nursery school. The proposed project site is located on L.R. Nos. 28183, 28184 and 28185 in Mavoko, off Mombasa Road. The property (plots) covers approximately 11.188 Hectares (28 Acres). The plots are generally rectangular in shape. Each housing unit will occupy approximately 400 – 1000m . The following are the anticipated impacts and proposed mitigation measures: Environmental Impacts Suggested Mitigation Measures Changes in land use- extent • Ensure compliance with existing planning policy landscaping and introduction of vegetation. • Maintenance of landscaped gardens, conservation and management of vegetation and gardens. Changes in hydrology/ impended drainage • Proper Installation of drainage structures. • Install cascades to break the impact of water flowing in the drains. Environmental Impacts Suggested Mitigation Measures • Ensure efficiency of drainage structures through proper design. • Provide gratings to the drainage channels. • Ensure efficiency through sound maintenance and cleaning. Soil disturbance Control earthworks. Install drainage structures properly. Compact loose soils. Landscaping. Ensure management of excavation activities. Control activities especially during rainy conditions. Provide soil erosion control structures on the steep side during construction phase. Ensure maintenance and efficiency of erosion control measures. Air pollution Enclose the site with dust-proof net. Control speed and operation of construction vehicles. Discourage idling of vehicles. Spray to dry soils in excavated areas to suppress dust. Regular maintenance of construction plant and equipment. Engage sensitive construction workers. Use of clean fuels. Provide barriers such as walls and trees around site boundaries to provide some buffer against dust propagation. Encourage use of clean fuels. Noise pollution Sensitize drivers of machinery on effects of noise. Maintain plant equipment. Construction activities to be restricted to daytime. Workers in the vicinity of high-level noise to wear safety & protective gear. Organize social activities in a way not to cause nuisance to both internal and bordering residents. Install silencers in standby generators. Control events, points or sources of noise. Oil pollution Proper storage, handling and disposal of oil and oil wastes. Maintain plant and equipment to avoid leaks. Maintenance of construction vehicles should be carried out in the contractors yard off the site. Ensure sound working of oil interceptors along the drains leading from car wash and parking bays. Public health and occupational safety Train staff/workers on occupational health and safety. Provide full protective gear & workmen‘s compensation cover in addition to the right tools and operational instructions & manuals. Adopt sound waste management system to ensure proper solid waste disposal and collection facilities. Adopt sound housekeeping practices. Engage the services of qualified personnel and/or ensure training. Environmental Impacts Suggested Mitigation Measures 4th February, 2011 THE KENYA GAZETTE 373 Ensure use of standard construction materials and to the specifications. Avoid undesirable, substandard, hazardous or unauthorized materials during construction and maintenance. Sensitized staff on social/health issues such as drugs. Ensure machinery and equipment servicing and maintenance as per schedules & legal requirements. Post strategically the Factories and Other Places of Work Act Abstract and provide material safety data sheets. Post clear warning signs e.g. ‗No unauthorized use of machines‘, ensure there are guards on moving parts etc. Provide fully equipped First Aid kits & train staff on its use. Ensure adherence with the legal requirements- Factories Act. Sensitize residents on environmental management. Ensure MCM certifies and issues occupation certificates. Sensitize residents on environmental management. Waste management Strictly abide by the provisions of the Water Act and the Environmental Management (Water Quality) Regulations; and Waste Management Regulations. Follow the prevailing NEMA regulations on waste collection, stora ge, transportation and disposal. Construct adequate and standard Biobox Enpura sewerage system. It must be monitored for timely exhaustion. Waste management installations (e.g. Biobox Enpura) be isolated from public water pipes to avoid contamination of the later. Incorporate suitable facilities for collection, segregation and safe disposal of solid wastes. Provide a waste collection centre and appropriately labelled bins preferably colour code for various categories of waste into organic (biodegradable), food remains, plastics and polythenes, glass, paper, metal, wood etc. Organic wastes should be composted for use in the gardens while all other categories should be sold or given out to various respective approved recyclers. Wastes should be reduced and segregated at source and suitable bins properly labelled to facilitate recycle and/or sound disposal. Biodegradable materials shall be composted for use in the gardens while debris should be used in backfilling & the rest should be sold or given out for recycle or appropriate disposal. Dustbin cubicles must be protected from animals and rain. Bins should be regularly cleaned and disinfected. Provide possibilities for waste recycling options - in-house and off-site. Identify suitable solid waste disposal arrangements. Ensure a continuous review of waste management procedures with changing technology and regulatory changes.
