PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the implementation of the proposed landfill development on plot Nos. Nyeri Municipality Block 4/91, 99 and 100, Nyeri Municipality. The project involves development of a sanitary landfill to improve waste management in Nyeri Municipality. The project is located on Plots. No. Nyeri Municipality/Block 4/91, 99 and100. The following are the anticipated impacts and mitigation measures: Possible Impact Mitigation Measures Clearance of vegetation and soil erosion Areas susceptible to erosion should be protected by installing necessary temporary and permanent works. Minimize disturbance to flora and fauna in the neighbouring areas. Erect barriers to all open excavations to keep off animals and workers. Air and noise pollution Ensure that noisy machineries are insulated/temporary fencing. Noise hazard signs should be put displayed where necessary. Ensure strict enforcement of speed limits. Avoid excavation works in dry weather and control dust emissions by sprinkling water; Possible Impact Mitigation Measures Noise standards should be enforced to protect workers and area residents. Workers subject to unacceptable noise levels should wear earplugs and their working time within these areas should be limited. Workers should be trained on safe work procedures regarding control of hazardous dust exposure. Dust generating activities like excavation and handling of soil should be avoided during strong winds. Limit construction activities to day-light hours only. Occupational health and safety Hazardous areas should be secured and all workers provided with PPEs and their use enforced. Enforce compliance with labour laws and health and safety rules and provide with first aid facilities. Ensure that all workers have insurance covers. Fire hazards and accidents Install proper fire fighting equipments during and after construction. Avoid storage of flammable materials near possible fire source. Sensitize workers on fire safety. Transportation impacts Improve the access roads. Minimize waste scattering during transportation. Ensure the transportation trucks complies with environmental standards. Disposal of non degradable waste Minimize waste going to landfill by establishing an incineration plant to dispose waste like papers. Increase in LFG, GHG emissions, dust and odours Proper application of cover material (soil) at the close of each day. Dust control measures to be applied where deemed necessary through watering. Potential contamination of soil, sub-soil and groundwater from leachate. Proper leachate transfer should be applied to minimize contamination. Waste should be removed from the borders of cells to reduce the risk of uncontrolled leachate generation. Monitor the head of leachate in the cell – not to exceed 1 ft in accordance with international specifications. Implement groundwater monitoring program. The cells lining and the collection system should be correctly installed in cells to avoid potential leachate infiltration in the soil and sub-soil layers. Definition of a storm water management system is required to collect and treat the water run off and specification of the slope for future cells. Implement monthly monitoring program of perimeter wells and surface effluents must meet environmental effluent discharge standards. Minimize potential infiltration of uncontrolled leachate into the groundwater. Public/occupational health and safety Develop a health and safety plan by establishing disposal procedures as well as including requirements for the applicable labor laws. Flaring gas Install gas monitoring wells at conventional spacing and/or in sensitive locations for monitoring the potential migration of landfill gases from the landfill. Implementation of the EMP Proponent should include environmental considerations in monthly progress reports and indicate progress in the implementation of mitigation measures as outlined in the EMP. Information dissemination Develop a community liaison and public information program.
