PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the proposed expansion of MCL, Athi River clinker grinding plant. The proposed expansion of the clinker grinding plant will comprise of four major components namely: raw material storage sheds; cement mill; storage, packing and loading sectons ; and associated infrastructural developments. The proposed project site for the proposed expansion will be alongside the existing clinker grinding mill. This is located in Athi river district, Mavoko division, mavoko location on plot number 27159 . The land measures approxiamately 50 acres. The following are the anticipated impacts and proposed mitigation measures: Possible Impact Mitigation measures Dust pollution Development of dust management plan for construction and operation phases. Installation and maintenance of bag filters within the grinding mill; Restricting vehicle speed on service lane. Installation of emission monitoring devices. Establish a greenbelt around the factory perimeter wall. Use of enclosed crusher conveyors belt systems. No burning of solid waste on site; and Regular wetting of service roads. Noise and vibration Noise surveys / monitoring at the plant and equipment to maintain/check noise emissions. Possible Impact Mitigation measures Where possible use of silenced air compressors on-site. Use of PPEs. Auditory testing of exposed staff Administrative controls–that is, shift system and signages. Regular maintenance of equipment to keep it in good working condition. Operators of construction equipment to be made aware of the potential noise issues and how to minimize noise emissions. Public and occupation Safety and Health Proper personal protective equipment i.e. safety boots, helmet, goggles, respiratory equipment and gloves shall be used at all times on the site during quarrying or as condition warrant and workers trained on the proper use of tools. Contractors and the management shall use barriers and guards as necessary to protect employees and visitors from physical hazards. Signage -danger warning or CAUTION will be put at strategic places. The contractor and management shall adhere to the provisions of environmental health and safety plan (EHS). Ensure that the operational manuals are available and accessible for every equipment /machinery. Dust suppression. Development of occupational safety and health guidance plans; and Form a safety and health committee to coordinate safety and health issues at workplace. Traffic management Engagement of a traffic marshal to coordinate vehicle movement in and out of the facility. Alternative internal parking for the vehicles awaiting clearance to offload or load cargo. Erection of an public information board on the service road; and Erection of appropriate road & warning signs. Waste Waste segregation at source. Waste reuse, reduce and recycle; and . Contract a NEMA certified waste collection firm to collect solid waste for disposal. Construction of storm water drainage system. Install oil traps on waste oil drainage. Servicing of machinery and equipments to be done at a designated place with a paved surface and oil interceptors.
