GAZETTE NOTICE NO. 7273

PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the implementation of the extension of hazina trade centre by additional 34 floors. The proposed project will comprise of 34 additional floors. The project will include the following processes during its design and implementation: Construction of the additional floors. Site landscaping. Finishing. Inspection. Occupation. The project is located in Nairobi the capital city of the Republic of Kenya on L.R no 209/6708 between Moktar Dadah and Monrovia streets. Nairobi city is located some 140 km south of the equator on the Athi plains and some 500 km from the coast of Indian Ocean. The following are the anticipated impacts and proposed mitigation measures: Possible Impact Mitigation measures Noise pollution Ensure that construction is undertaken during the day-0700 hrs to 1800 hrs. Use of equipment that have some noise control element. Avoid unnecessary hooting and ensure putting off of engines when not in use. Install portable barriers to shield the compressor to minimize the noise. Solid waste management Ensure that durable construction material is used to avoid constant replacement. Encourage the use of materials with some recycled content. Ensuring that all the waste is dumped in approved dumpsites. Ensuring that correct amount of material is ordered to avoid waste. Use an integrated solid waste management system which entails source reduction, recycling, composting, re-use, combustion and sanitary land filling. Use building material that has minimal packaging. Use the excavated material for back filling. Traffic density Ensure that billboards are put up indicating the construction hours. Ensure that construction materials are transported in bulk to avoid unnecessary vehicle movement. Ensure that transportation is undertaken during off peak hours. Oil leaks and spills All oil products and materials should be stored in the designated stores. Maintenance of machines should be regularly undertaken to avoid any leakages. Oils should be restrained from reaching the ground from the service bays. Installing oil interceptors along the drainage channels. Increased sewerage effluent Use hard, durable, impervious and material that cannot be corroded constructing of the sewer. All waste pipes should have cleaning rods accessible from outside i.e. free to every art of the system for inspection, cleaning and repair. Use heavy duty covers which are airtight as approved by the specialists all manholes on driveways and parking. All drain pipes passing under the building , the drive way or the parking should be of heavy duty PVC pie tubes encased in 150mm concrete surround. Air pollution Provide protective gear e.g. masks for workers on site. Workers should be trained on the hazards that produce dust. Control over areas that generate dust through cleaning and dampening to keep down the dust. Ensure all machinery and vehicles are well maintained to reduce emissions. Increased Energy Consumption Monitor energy consumption and set targets in order to control consumption. Sensitize the tenants on how to save on energy. Use energy saving electrical appliances e.g. fluorescent tubes. Increased water demand Install water conserving automatic taps and toilets. Repair damaged pipes promptly. Increased solid waste generation Use an integrated solid waste management system through source reduction, recycling, composting, re-use, combustion, and sanitary land filling. Sensitize the tenants on the non use of polythene bags which are non bio degradable. Demolition waste All foundations must be removed and recycled or dumped into licensed disposal site. Use an integrated solid waste management system through source reduction, recycling, composting, re-use, combustion, and sanitary land filling. Donate re- usable materials to individuals, institutions and NGOs. Ensure the site is restored to its original status through introducing a landscaping programme. Reserve vegetation having conservation value, medicinal or fruit trees. Increased worker accidents in the site Ensuring that accidents and dangerous occurrences in the construction site is reduced. The premises should have a third party insurance policy as per the statutory requirements. Training the workers on safety measures Ensuring that the site is well organized and material stored appropriately to reduce accidents. A Health and safety Committee should be formed where all people are represented. Ensure maintenance of a general register within the facility as stipulated by the Factories & Other Places of work Act. Accidents caused by machinery on the site Ensure that machinery and protective equipment comply with the prescribed safety standards. Ensure that the machinery used does not cause stress to the workers. Train and supervise the workers on how to use the machines and procedures of operation. Test the procedures regularly to ensure that they are applicable. Provide a well equipped first Aid box. Train persons on first Aid procedures. Ensure that all chemicals used in the premises are labeled appropriately and used for the prescribed purposes. Provide the workers with protective clothing especially when handling the chemicals. Develop a system of disposing off chemical containers in order to avoid their re-use.
