THE ENVIRONMENTAL MANAGEMENT A ND CO-ORDINATION ACT

(No. 8 of 1999)

REGULATION


PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the implementation of the proposed pure oil storage, used oil recycling facility and an office block. The project will involve fencing the site, paving the ground, constructing an office block, installing the 4 above the ground tanks, used oil recycling machines. The proposed project is to be undertaken on unsurveyed land, at Kokotoni area, Mwatate Location, Kwale District. The following are the anticipated impacts and proposed mitigation measures Possible Impact Mitigation Measures Air pollution Sprinkling water where necessary, sensitize construction workers, and plant more vegetation to arrest any fugitive dust. Avoid unnecessary hooting and ensure putting off of engines when not in use. Noise pollution Sensitize drivers of construction machinery on effects of noise. Avoid playing heavy music. Implementation-on activities to be restricted to day time. Workers in the vicinity of or involved in high levels noise to wear safety protective gear. Oil pollution Proper storage handling of pure oil, and recycling of oil wastes. Maintain project tanks and equipment to avoid leaks. Changes in hydrology /impeded drainage. Proper installation of drainage structures. Install cascade to break the impact of water flowing in the drains. Ensure efficiency of drainage structure through proper design and maintenance. Provide gratings to the drainage channels. Soil erosion Control Earthworks and compact loose soils. Install drainage structure properly. Ensure management of excavation activities. Control activities especially during rainy conditions. Provide soil erosion control and conservation structure where necessary. Efficiency of erosion control measures. Public health and occupational safety Train construction workers on occupational health and safety. Ensure staff are medically fit and regularly examined. Provide full protective gear and Workmen‘s. Compensation cover in addition to the right tools and operational instruction manuals. Adopt sound waste management system to ensure proper solid waste disposal and collection facilities. Adopt sound development keeping practices. Ensure effective wastewater management. Sensitize staff on environmental management. Ensure good working condition of the sewerage system always and sanitary facilities should be clean and disinfected. Engage the services of qualified personnel and or ensure training. Vegetation Landscaping of the site and vegetation (trees and flowers ) in areas. Road Safety Limited speed along roads leading to site. Provide bill boards at the site / entrance to notify and warn motorists. (c) Provincial Director of Environment, Coast Province. (d) District Environment Officer, Kwale District. The National Environment Management Authority invites members of the public to submit oral or written comments within thirty (30) days from the date of publication of this notice to the Director-General, NEMA, to assist the Authority in the approval process of the project.
