THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(No. 8 of 1999)
REGULATION
PURSUANT to regulation 21 of Environmental (Impact
Assessment and Audit) Regulations, the National Environment
Management Authority, (NEMA) has received an environmental impact assessment study report for the implementation of the proposed petrol service station.
The proposed project will consist of at least 5 pumps: 1 for paraffin, 2 for petrol (regular and super) and 1 for diesel.
The proposed location of the Petrol Service Station is at
Loitoktok/Anaraka/Rongena along Emali/Loitoktok road.
The following are the anticipated impacts and proposed mitigation measures:
Possible impact Mitigation measures
Destruction of natural vegetation
Must landscape to suit.
Must protect soil erosion.
Noise pollution Put on ear muffs during construction.
Must work during day time only.
There should be 15 minutes break after every 2 hrs for the workers.
Use efficiently machinery to reduce noise generation & with silencers.
Air pollution / dust Use nose masks.
Use eye goggles.
Don‘t vibrate the surface soil unnecessarily.
Use efficient machinery to reduce noxious gases.
Health & Safety Sensitize workers on construction safety measures.
Cover risky area such as voids.
Use safety signs & posters where appropriate.
Engage skilled labourers.
Keep a well stocked FIRST AID box.
The laws of occupation health & safety in workmanship must apply.
The workers must wear helmets.
Must provide fire fighting equipment.
Provide fresh water for workers.
Caution workers on HIV/AIDS.
Sanitation Must drain all stagnant water.
People must use fresh water instead of stream water to avoid diseases.
Must adhere to the local by laws.
Energy consumption Must seek for and alternative energy e.g.
electricity/solar to replace the petroleum fuel consumption.
Generation of waste Material waste must be collected often for recycling.
Must observe petrol service station regulations.
Must separate oils.
No burning of waste is allowed.
Grease, oil spills Clean oil from the floor.
Stored oil must be sent away for recycling.
Stored plastic containers should be sent for recycling.
Staff must be provided with gloves, overalls and safety boots.
Fire equipment to be audited every six months.
Must train staff on fire fighting
Put ‗NO SMOKING‘, ‗N o Mobile phones‘.
Provide 1No 9kg dry powder extinguishers.
No running engines.
Standards of construction All structural work must adhere to CP
8110.
All other construction must adhere to the
Kenya building code 2000.
The structural works must be well constructed in accordance the standards set so that concrete curing is correct.
All works be done by skilled and qualified people.

(b) Permanent Secretary, Ministry of Environment and Mineral
Resources, N.H.I.F. Building, Community, P.O. Box 30521, Nairobi.
(c) Provincial Director of Environment, Rift Valley Province.
(d) District Environment Officer, Kajiado.
The National Environment Management Authority invites members of the public to submit oral or written comments within thirty (30) days from the date of publication of this notice to the
Director-General, NEMA, to assist the Authority in the approval process of the project.
