PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the implementation of the proposed mixed use development. The proposed project entails constructing a mixed development of residential houses, offices and a commercial complex with associated facilities on a 42 acre piece of land The proposed project will be located on L.R No. Naivasha/Mwichiringiri Block 5/3, South Lake Road, Naivasha. The following are the anticipated impacts and proposed mitigation measures: Possible Impact Mitigation measures Air pollution  Spray of water during construction activities.  Control of speed and movement of construction vehicles.  Use of low-sulphur diesel for diesel- operated machinery.  Covering loose materials such as soil piles at the site to prevent dust pollution and spreading by wind. Vehicles transporting such materials shall also be covered. Noise Pollution  Use of ear protection aids by construction workers.  No unnecessary hooting by construction vehicles, visitors‘ and occupants‘ vehicles.  Restriction of construction activities to day time.  Use of attenuated equipment.  Temporary fencing-off noisy machinery such as vibrators.  Limit pick up trucks and other small equipment to an idling time when necessary, encourage workers to turn off vehicle engines whenever possible. Clearing of vegetation and trees  Planting grass to cover open/bare grounds.  Maintaining trees at the site.  Proper landscaping.  Utilise specialised construction methods to minimise damage to tree roots. Disturbance of soil structure  Put soil traps around perimeter fence and on steep areas.  Landscaping with trees and grass planting.  Maintaining specified routes for construction vehicles.  Use of light machinery and equipment 12th August, 2011 THE KENYA GAZETTE 3113 during construction. Destruction of habitat  Maintaining of trees and plants in areas not affected.  No off-road driving.  Control of earthworks. Generation of solid waste  Provision of waste collection bins.  Re-use of soil, construction debris and other waste.  Proper containment and disposal of solid waste.  Contracting a licensed waste collection and disposal company.  Creation of awareness on proper solid waste disposal.  Reuse of timber off-cuts and wooden support for fuel or in other construction projects. Increased demand for water and electricity  Conservation of water and electricity.  Installation of rainwater harvesting structures.  Re-use of water where possible, especially during construction phase.  Utilise existing power source or clean fuel generators rather than temporary power generators.  Explore other sources of renewable energy, for example installation of solar panels.  Use of energy saving and efficient appliances. Occupational health and safety risks  Use of suitable personal protective equipment.  Site to be sprinkled with water to minimise dust.  Use of stable ladders and other climbing/support structures.  Sensitise workers on construction safety measures.  Fencing or covering of risky areas such as deep pits.  Safety signs/posters.  Engagement of skilled labourers. Fire hazards and accidents  Acquire fire fighting facilities for different types of fires.  Sensitise workers on fire safety.  Keep well-stocked first aid box.  Store all hazardous chemicals in their original containers and obtain their Material Safety Data Sheets.  Keep all escape routes and fire exits clear and make regular checks to ensure that this is the case.  Conspicuous notices such as ―No Smoking‖ and ―Switch Off Engine‖ shall be displayed at the service station to alert customers.  Ensure all fire fighting equipment is regularly maintained, serviced and inspected.  Fire fighting emergency response plan Traffic density  Adequate road warning signs to traffic regulations.  Set driving speed limits and erection of road bumps.  Put deceleration and acceleration lanes to and from the main road.  Choice of access routes during construction phase shall take into account minimum disturbance to the neighbours.  Develop a traffic plan to minimise traffic flow interference from construction activities e.g. schedule operations affecting traffic for off-peak hours. Oil leaks and spills  All oil products shall be stored and handled carefully.  Machinery, pipes, storage tanks should be well maintained to prevent oil leaks.  Drainage channels at the service area should be installed in a proper way to prevent contact with storm water.  Contactor shall have a designated area where maintenance is carried out and it should be protected from rain water. Public health and safety  Proper handling and disposal of solid waste.  Operation of noisy machinery at daytime only.  Control of visitors to the site.  Installation of adequate water supply.  Controlled developments around the facility.
