PURSUANT to regulation 21 of Environmental ( Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental THE KENYA GAZETTE 7th October, 2011 3884 3884 impact assessment study report for the implementation of the proposed clinker manufacturing plant and the related limestone quarries. The project proposes to construct a clinker manufacturing plant and related quarries in Merrueshi area of Kajiado County. The project will cover any area of about 2,000 acres. The project falls within Merrueshi Location; Kajiado Central District in what is now Kajiado County. The proposed project will be located on L.R. No: Kajiado/Kaputei South/2637, 2639, 2641 and 2647 and L.R. No. Ltk/Mbirikani/325. The following are the anticipated impacts and proposed mitigation measures: Environmental issue Mitigation Measures Soil erosion Extent of vegetation removal shall be minimized to prevent extent of soil erosion. Vegetative cover shall be re-projected /rehabilitated at the earliest practicable time to minimize duration & extent of soil erosion. Recover all debris. Consider recycling where possible. Programme work to take shortest period. Avoid excavation work during rainy period. Noise generation Selection of equipment with less noise generation to be used. The earth moving equipment shall be periodically checked and maintained for noise levels. The workers shall be provided with adequate PPE such as earplugs to reduce impact of high noise levels. Dust generation The site cleared shall be periodically watered to reduce emission of dust particles. The workers shall be provided with PPE such as nose masks and goggles to reduce impact on health. Construction materials shall be covered with tarpaulin sheets to prevent the material from being air borne. Specifically allocate and design areas where hazardous materials will be stored. The vehicle speed shall be regulated. The workers transporting materials shall be provided with PPE such as nose masks to reduce impact of air borne dust on their health. Air emissions from construction machinery Periodic check and regular maintenance of construction machinery for emissions. Clean fuel shall be used in equipments. Debris and solid waste generation. Store hazardous materials in specified areas and ensure proper removal from site when no longer needed. Recover all waste and consider reuse e.g. in rehabilitation and landscaping works. Remove all waste from site and dispose in approved areas. Provide workers with sufficient and suitable toilet facilities. Change in hydrology/impeded drainage Proper Installation of drainage structures. Install cascades to break the impact of water flowing in the drains. Ensure efficiency of drainage structures trough proper design and maintenance. Provide gratings to the drainage channels. Increased demand for Power Install water heating where possible. Install energy saving bulbs. Use equipment designed to save on energy. Increased water demand Management of water usage. Avoid unnecessary wastage. Recycling of water at the construction phase where possible. Make use of roof catchments to provide water i.e. for general purpose. Depletion and contamination of the aquifer Pump out water from quarry pits and use it in dust suppression. Conduct hydro census on all neighbouring boreholes every year. Observe the recharge capacity of the area and ensure extraction does not deplete it. Loss of wildlife habitat Set aside ecologically sensitive areas as nature conservation blocks. Partner with Government Agencies and NGO‘s to come up with the best ways of managing the animals in the affected area. Sensitize the community on the importance of wildlife. Partner with KWS to relocate animals that can no longer be accommodated in the area. Choose depleted sites for workers camp. Ground water contamination soil pollution air pollution Remove plants and top soil where coal is to stockpiled. Use overburden and other hard surface materials to reduce permeability of stock pile areas. Burn Kiln at over 8000 C to ensure complete combustion and that no gases are released to the atmosphere. Proper storage, handling and disposal of new oil and used oil wastes. Maintain plant and equipment to avoid leaks. Maintenance of vehicles should be carried out in paved areas. Provide oil interceptors along the drains leading from car wash and service bays.
