PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the construction of the proposed Mumias water supply and sanitation project. The proposed Mumias water supply and sanitation project is part of the water and sanitation improvement program, which has the following objectives: • Construction of a gravity intake on the River Lusumu; • Construction of a raw water main from the intake (600mm Ferrous Pipe, length 1350m); • Construction of new sewers and a new waste water treatment plant. The proposed project is in Mumias Municipality which is located in Butere/Mumias District at the Northern Edge of Western Province, neighbouring Butere Town to the South and Kakamega to the South East. The following are the anticipated impacts and proposed mitigation measures: Environmental issue Mitigation Measures Vibration, Noise, air pollution and dust generation by traffic and machinery during construction Strict control under construction contract to limit these impacts to acceptable levels. Watering to be enforced to keep dust levels low. Exercise shall be carried during normal working hour set and enforce speed limits for construction vehicles. Storage of construction material, oil and gasoline for machinery Strict control by Supervising Engineer to ensure acceptable storage practices. Disposal of excavated material for sewers Excavations to be reinstated to original condition as provided for under the contract to achieve balanced cut and fill balance. Surplus material to be disposed of as directed e.g. in abandoned quarries. Degradation of water quality in receiving water body (Nzoia River) by discharge of treated waste water Design of treatment process has been done to ensure provision of adequate treatment to meet National discharge effluent standards into an aquatic environment. Treatment process (waste stabilization ponds) has been selected to ensure ease of operation and maintenance and minimal mechanisation to reduce chances of failure. Establishment of an Environmental Monitoring Plan (EMP) under which control is provided by monitoring of effluent quality. Proliferation of aquatic weeds in ponds and deterioration of effluent quality by decaying aquatic weeds Manual clearance of ponds for aquatic weeds to be undertaken periodically if necessary and disposal to a composting plant. Odour nuisance from Inlet Works and Anaerobic Ponds Location of the WWTP to the North West of the main developed area of the Town in relation to the prevailing wind direction (East-West) makes the 21st October, 2011 THE KENYA GAZETTE potential for odour nuisance limited. Trees to be planted along the WWTP boundary. Wastewater consumption and transmission of water borne diseases Fencing of WWTP to prevent tress- passing. No cattle grazing or irrigation to be allowed with wastewater from ponds. Public health risk and risk of pathogens for potential downstream users by effluent discharge Downstream fencing of 100 m downstream from discharge point, provision of disinfecting facility, if found necessary. Solid waste from screens Washing and disposal at controlled solid waste disposal site. Sewage sludge production Arrange facility to provide stabilized sludge to farmers for agricultural purposes. If there is surplus sludge, disposal at controlled solid waste disposal site.
