GAZETTE NOTICE NO. 13066

PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the construction of the proposed Athi Holiday Resort Ltd. The proponent proposes to set up an idyllic holiday and recreational resort comprising a hotel with reception, lounge, administrative office, dining rooms, kitchens, conference rooms, and fifty (50) guest rooms all ensuite. Attached will be a business centre, a laundry and a gym. The proposed project site is situated on Plot Number Mavoko Town Block 3/1161/1162 consisting of five (5) acres each. The Location is about 8kms from Nairobi/Mombasa Road from Delvik Steel Company in Athi River and about 34km from Nairobi. The following are the anticipated impacts and proposed mitigation measures: Environmental issue Mitigation Measures Solid waste Apply an integrated solid waste management system through a hierarchy of options i.e. (i) source reduction; (ii) recycling; (iii) composting & reuse; iv) combustion; v) sanitary land filling. Rationalized materials procurement in terms of the right sizes and quantities, rather than having to cut them to size or having large quantities of residual materials. Use durable, long-lasting materials that need less frequent replacement, thus reducing amounts of solid waste generated over the construction period. Use building materials that have minimal or no packaging to avoid the generation of excessive packaging waste. Contract only NEMA licensed waste disposal companies or firms when disposing solid waste from the site Sewage (black water) During construction provide appropriate portablemeans of site toilets. During operations provide adequate capacity for containment toilet wastes, and dispose of in the municipal sewer line. Ensure toilet effluent is disposed of at NEMA licensed effluent treatment facilities. Wash waste water, (grey water) Provide appropriate drainage for the channeling wash waste water into toilet waste handling system. Storm water runoff Surface runoff and roof water shall be harvested and stored for use for non- potable purposes thereby supplementing piped water usage. Bund all impervious areas and connect to the drainage structures that will channel the runoff to designated recharge areas. Drainage Drainage shall be designed and constructed to prevent pooling of storm water and shall be channeled to existing evacuating channels. Drainage shall be of commensurate capacity and proper construction. Oils and greases There is specific need for oils and grease traps at any point during construction or operations. Dust emissions Watering all dust prone sites and places. All trucks hauling soil, sand and other loose materials to maintain at least half a metre of freeboard (in the payload bay). Gaseous emissions Construction plant and equipment shall be well maintained to reduce gaseous emissions Vehicle idling time shall be minimized. Always use low-sulphur diesels as fuel. Instruct plant and vehicle operators to avoid unnecessary racing of engines, or to switch them off. Energy Ensure electrical equipment, appliances and lights are switched off when not in THE KENYA GAZETTE 21st October, 2011 4130 4130 use. Install energy saving lighting instead of incandescent bulbs. Noise Instruct construction plants and vehicle operators to switch off engines of idle vehicles or machinery. Procure construction machinery and vehicles that are designed to emit low noise. Noisy construction activities will be undertaken during the day when neighbours are least sensitive. Accidents Cordon off restricted construction sites area to exclude non-essential persons, vehicles or goods. Specify locations for stationary construction machinery and areas that shall be free of vehicles and equipment, and for storage. Designate access routes to specific points at the site. Ensure that incidents, accidents and near misses during construction are recorded and reported using prescribed forms obtainable from the District Occupational Safety and Health Office. Emergency preparedness & evacuation procedures. Deploy appropriate emergency preparedness measures including evacuation procedures in case of emergency. Ensure that the most current emergency telephone numbers are prominently and strategically displayed within the site. Fire hazards Install at strategic points and regularly inspected firefighting equipment. Provide and clearly mark the fire assembly point and fire exits. Conduct regular fire safety audits on the premises . Train staff in fire prevention and fire- fighting. Occupational safety and health Firms and employers engaged in business at the Station will comply with relevant provisions of the OSH Act and the Injuries & Benefits Act.
