THE MINISTRY OF HIGHER EDUCATION, SCIENCE AND TECHNOLOGY ESTABLISHMENT OF THE TASKFORCE ON ALIGNMENT OF THE HIGHER EDUCATION, SCIENCE AND TECHNOLOGY SECTOR WITH THE CONSTITUTION
ESTABLISHMENT
IT IS notified for the information of the general public that the
Minister for Higher Education, Science and Technology has, for the purpose of realigning the Higher Education, Science and
Technology sector with the Constitution, established a Taskforce to be known as the Task Force on the Alignment of the Higher
Education, Science and Technology Sector with the Constitution.
2. The Taskforce shall comprise of the following:

3. The Terms and reference of the Task force are to—
(a) analyze the implications of the new Constitution on University
Education, (UE) Technical Industrial Education and Training, (TIVET) and Science, Technology and Innovation (ST & I);
(b) review literature on best practices from countries that have a two-tier Government structure as outlined in the Constitution;
(c) undertake a comprehensive audit of all existing sessional papers, laws, regulations and other relevant document on ST
&I, UE and TIVET to inform gaps on the compliance with the
Constitution;
(d) undertake an audit of the distribution of existing Universities, University Colleges, TIVET institutions and ST&L institutions and make proposals on the development of the new institutions under each category;
(e) more particularly, review the draft polices, strategies and Bills on ST&L, UE, and TIVET and indentify any new legal and institutional framework to ensure consistency with the letter and spirit of the Constitution;
(f) carry out an audit of the existing Ministry‘s organizations structure and human resource needs and propose a structure that will ensure equitable, efficient and effective delivery of services at the national and county level; and
(g) perform any other task related to the foregoing.
4. The Taskforce shall have the power to:
(a) nominate an acting chairperson from among the members in the absence of the chairperson;
(b) hold meetings, public forums and consultation on aligning the
STI, UE and TIVET to the Constitution.
5. The Task Force shall complete its work and present its report to the
Minister within a period of three months from the1st November, 2011, and the Minister for Higher Education, Science and
Technology may when necessary extend the period.
