PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the implementation of the proposed PVC cables manufacturing (light) industry. The proposed project involves construction of new Godowns (factory premises) within which to establish a PVC pipes manufacturing & electrical cables insulation light industry. The proposed industry shall be located on L.R. No. Naivasha/Mwichiringiri Block2/189 in Kinungi area, on Naivasha – Nairobi Highway, in Naivasha municipality. The proposed project site is on a portion of the land measuring approximately 6.624 hectares (16.3679 acres). The following are the anticipated impacts and proposed mitigation measures: Environmental issue Mitigation Measures Air pollution Enclose the site with dust-proof net. Control speed and operation of construction vehicles. Discourage idling of vehicles. Spray water to dry soils in excavated areas to suppress dust. Prompt maintenance of construction plant and equipment. Provide barriers such as walls and trees around site boundaries to provide some buffer against dust propagation. Encourage use of clean fuels. Use of efficient plant and adoption of best available techniques. Noise pollution Maintain plant & equipment. Construction activities to be restricted to daytime. Workers wear safety & protective gear. Sound traffic management plan. Install silencers in standby generators. Use of acoustic materials. Oil pollution Proper storage, handling and disposal of oil and oil wastes. Maintain plant and equipment to avoid leaks. Maintenance of construction machinery/vehicles should be carried out in the contractors yard off the site. Machines and equipment will be located on hard surface. Sound working of oil interceptors. Sound oil handling management and systems. Oil/fuel reservoirs to have appropriate secondary containment. Periodic inspections of pipework of lubrication, hydraulic, waste water systems. Potential ground contamination by leakage or leachate from storage of hazardous substances Oils, water treatment chemicals will be stored in roofed or closed storage areas with hardstanding, isolated from surface water drains or inpaved areas. Chemicals be held in either purpose built tanks or with drummed supplies. Water resources Sound management of water usage. Water reservoirs and rainwater harvesting systems. Recycling of water where possible. Installation of water conserving taps. Public health and occupational safety Training staff/workers on occupational health and safety; social/health issues e.g drugs & HIV. Appropriate protective gear & workmen‘s compensation cover. Prompt servicing and maintenance machinery and equipment. Post strategically the Factories and Other Places of Work Act Abstract & provide material safety data sheets. Appropriate signage, guards on moving parts e.t.c Fully equipped First Aid kits & training; Regular medical tests. Ensure adherence with the legal requirements- OSHA. Emergency response plans & procedures to be developed and implemented for all emergency situations/possibilities. Fire safety and preparedness Install appropriate and adequate firefighting equipment. Conduct training on fire fighting, evacuation and emergency response. Adapt effective emergency response plan. Maintain/service fire fighting machinery regularly. Waste management Strictly abide by the provisions of the Environmental Management ( Waste Management Regulations). Incorporate suitable facilities for collection, segregation and safe disposal of solid wastes. Waste reduction , reuse and recycle Continuous review /monitoring of waste management procedures with changing technology and regulatory changes. Greenhouse gas emissions Installation of a state-of-the-art plant. Continuous monitoring/Periodic sampling of the stack emissions. All sampling and ambient monitoring to be undertaken using standard approved methods by accredited contractors or laboratories using suitably calibrated and maintained equipment. Visual intrusion Erect suitable perimeter walls. Retain existing trees in areas not affected by the construction. Comprehensive landscaping and planting trees. Energy Installation of energy-efficient plant, tools and equipment for use where available. Regular internal energy inspections on the plant; testing and tuning of burners, boilers e.t.c by competent experts. Consider use of solar & wind energy to supplement grid supply.
