THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT

(No. 8 of 1999)

REGULATION


PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) regulations, the National Environmental Management Authority (NEMA), has received an environmental impact assessment study report for the implementation of the proposed transceiver station (BTS). The proponent proposes to install a Greenfield BTS (Base Transceiver Station) at Railway Training Institute, South B Nairobi. The BTS will receive and transmit signals for onward communication to customers in the area. The proposed site location is within an area that is already well developed within Nairobi Municipality. The site is owned by The Kenya Railways who has leased a 109.5 square metres area for installation of the BTS to the proponent (Safaricom). The following are the anticipated impacts and proposed mitigation measures: Environmental Impacts Mitigation Measures Site excavation Ensure management of site excavation work to ensure underground cables are not destroyed. Proper refilling of the excavated cuttings. 21st January, 2011 THE KENYA GAZETTE 181 Environmental Impacts Mitigation Measures Air pollution Ensure proper working conditions of concrete mixture to minimize exhaust gases. Provide dust masks for personnel during dust generation activities. Solid waste management Ensure all the solid waste generated is disposed in accordance with NEMA waste regulations 2006. Lubricating oil leaks and diesel spills Proper and timely maintenance of generator set. Ensure collection and cleaning of oils during accidental spills and leaks, and disposal in accordance to Environmental Management and co-ordination Act (Waste Management) Regulations 2006. Noise pollution Sensitize the neighbours of the ongoing activities. Enclose the site. Workers and other participants in the vicinity of high level noise to wear ear muffs. Run off drainage control Construct run-off drainage leading the water to the main drainage. Noise pollution Service and fit backup generator with silencer. Public health and occupational safety Ensure proper solid waste collection and disposal. The contractor should provide overalls, helmets safety boots, ear muffing, nose mask and gloves to the workers, supervisors and other persons on site. Danger Danger sign of high power radio. Protection from radiation Always switch off the antenna before attempting all maintenance and service work. Change the antennas every 5 years or shorter period when the performance is unsatisfactory. Configuration of the equipment through remote sensors and therefore reducing need for service personnel to frequent access. Fire prevention Installation of appropriate fire extinguishers. Training of staff on fire fighting. Visual impact The mast will be painted in compliance with CCK and KCAA regulations. Protection from electrical power Electrical earthing of the equipment. To protect accidental contacts a masonry wall will be built around the installation. (c) Provincial Director of Environment, Nairobi Province. (d) District Environment Officer, Embakasi and Makadara Districts. The National Environment Management Authority invites members of the public to submit oral or written comments within thirty (30) days from the date of publication of this notice to the Director-General, NEMA, to assist the Authority in the approval process of the project.
