THE VICE-PRESIDENT AND MINISTRY OF HOME AFFAIRS ESTABLISHMENT OF THE TASK FORCE TO PROPOSE A NATIONAL LOTTERY BILL, PROPOSE AMENDMENTS TO THE BETTING LOTTERIES AND GAMING ACT

ESTABLISHMENT


IT IS notified for the general information of the public that the Vice-President and Minister for Home Affairs, for the purposes of proposing a National Lottery Bill, amendments to the Betting Lotteries and Gaming Act, (Cap. 131) of the Laws of Kenya; and preparing a draft national Gaming Policy, establishes a Task Force to be known as the Task Force to propose amendments to the Betting Lotteries and Gaming Act. 1. The Task Force shall comprise of the following― Matemu Mumo—(Chairperson), Nakhali WaOpembe—(Vice-Chairperson); Members: Victor Ogeto. Wilson Mamboleo (Rev.). John Katiku. Geoffrey Segero. Wilberforce Kisiero. Herbert Misigo (Dr.). John W. Njogu. Charles Wambia. Titi Ayiera. Christoper Oisebe. Mutua Muthusi. Afya Rama. Elizabeth Ng’ang’a. Secretariat: Fredrick Mbasi. Alice Macharia. Thuo Githinji. 2 Terms of Reference The Terms of Reference of the Task Force are to: (a) Propose a National Lotteries Bill; (b) Amend the Betting Lotteries and Gaming Act (Cap. 131) Laws of Kenya; (c) Prepare a draft National Gaming Policy; (d) Determine functions and powers of the National and County governments in respect of Betting, Casinos and other forms of gambling; (e) Determine the transfer of functions and powers between the National and County governments in respect of Betting, Casinos and other forms of gambling; (f) Determine the levels of cooperation between National and County governments in respect of Betting, Casinos and other forms of gambling; (g) Hold stakeholder workshops to discuss the drafts; (h) Undertake any other related matter on amendment of the Betting Lotteries and Gaming Act Cap. 131 laws of Kenya. 3 The Task Force shall be accountable to the Vice-President and Minister for Home Affairs to whom it shall make monthly progress reports and present a final report at the end of its term. 4 The Task Force will— (a) regulate its own procedures and develop a work plan. (b) receive relevant information and documents that it requires. 5. The quorum for any meeting for the purposes of conducting business other than to appoint a temporary chairman shall be seven members excluding the Chairman. 6. Any member of the Task Force other than a Public officer may resign in writing to the Minister and such resignation shall take effect upon such letter of resignation being received by the Minister. 8th April, 2011 THE KENYA GAZETTE 975 7. The costs incurred by the Task Force, shall be defrayed from the voted funds of the Ministry. 8. The term of office of the Task Force shall be a period of four months commencing on the first day immediately following gazettement of the Task Force. Dated the 31st March, 2011.
