PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the construction of the proposed modern slaughter house. The project will involve building of a modern slaughter house with full slaughter house sanitary facilities, a livestock holding area, cold storage and wastewater treatment plant. The slaughter house will have a capacity of up to 300 heads of cattle and 600 heads of goats per day. The proposed site for the modern slaughterhouse facility in Kwale County, Msambweni district, Dzombo location, Mrima sub-location on plot numbers LR Kwale /Marenje/434 & 462 The proposed project site is approximately 1.3 kilometres off the Lunga Lunga highway at a turn off called corner ya Nyati. The proposed project site measures approximately 150 acres (60 hectares). The following are the anticipated impacts and proposed mitigation measures: Environmental Impacts Mitigation Measures Livestock movement and diseases All animals to the slaughter house will be moved by trucks for the livestock market centres at which they have been bought. No animal will be allowed into the slaughter house premises on hooves. All livestock will be moved through the correct procedure as set out in the Animal disease Act. The cattle holding area will be securely fenced to ensure that the cattle within the slaughter house do not interact with the local livestock/animal population; and Livestock suspected to be sick must be immediately isolated and the nearest veterinary officer notified. Effluent generation and handling An effluent treatment plant (ETP) must be designed and adequately sized to be able to treat all the effluent generated from the slaughterhouse operations. Management to apply for a license to discharge effluent to environment. Employees to be trained on the operation and maintenance of whatever effluent treatment system that will be put in place. Any pipes leakages and bursts in the ETP to be promptly fixed. Local ground water to be monitored periodically by sampling and testing. water from borehole in the neighbourhood every three months to check whether there are any traces of effluent finding their way to ground water aquifers. Treated effluent to be periodically analysed (every three months) to ensure BOD is maintained at 30mg/l or less and COD at 50mg/l or less. Maximising the segregation of blood by designing suitable blood collection facilities and allowing sufficient time for bleeding of carcasse during slaughtering (typically seven minutes is sufficient). Fitting drains with screens and/or traps to prevent solid materials from entering the effluent system. Using offal transport systems that avoids or minimise the use of water. Using water sprays with a pressure of less than 10 bar for carcass washing to avoids removing fat from the surface. Using dry cleaning techniques to pre- clean process areas and floors before washing with water; and Wastewater to be treated to environmental acceptable standards before discharge to the environment. Solid waste from the slaughterhouse Solid waste from the facility to be handled, managed and disposed in accordance to the EMCA waste management regulations 2006; Waste segregation at source. Waste reuse, reduce and recycle. Contract a NEMA certified waste collection firm to collect solid waste for disposal. Construction of storm water drainage system; and Installation of an incinerator and pit for handling of condemned carcasses. Increased traffic incidences Provision of an acceleration & deceleration lane. Provision of internal parking of all trucks to be used. Provision of 2 gates into the project site. Setting up of appropriate road markings, warning signs & speed limits along the road section. Scheduling delivery and export of goods out of the facility at off peak traffic flow times. Engagement of a traffic marshal to coordinate vehicle movement in and out of the facility; and Erection of a public information board on the A14 highway and project site. Sewage generation and handling All sewage to be first treated as provided for in the fourth schedule of the Environmental Management and Coordination (Water Quality) Regulations, 2006 before discharge into the environment. Management to apply for effluent discharge license as provided for in the Environmental Management and Coordination (Water Quality) Regulations, 2006. Sewage line and allied infrastructure to be regularly maintained; Manhole covers and those of inspection chambers, soak pit and septic tanks to always be tightly fastened (air tight) to avoid escape and release of odour. Regularly check the sewage line for blockage and bursts for prompt repair; Regular monitoring of local ground water to be done to ensure that no contamination occurs. Ensure only NEMA licensed company exhausts the sludge from the sewage system. Ensure the vehicle used to carry exhausted sewage is NEMA registered; and Ensure that once exhausted the sewage is disposed at a NEMA licensed facility for sewage management and disposal. Relocation of squatters Squatters to be assisted to settle down in their new location. Squatters to be allowed to harvest their crops from the proposed project site after maturity; and Squatters to be given priority in employment once the slaughterhouse is operational. Increased demand for water and electricity supply to the area Approximate volumes of water to be required during construction of the project to be computed in order to put in place mechanisms of reliable supply. Approximate volumes of water to be required per project in a specified time period to be computed in order to put in place mechanisms of reliable supply. Water saving devices such as push taps to be installed to minimize lose through loose taps. Sinking of borehole to be done after obtaining clearance and licensing from all relevant government authorities. Energy saving bulbs to used in lighting. Generator to be installed to be automatic to safe on fuel consumption when there Is electricity from national grid. Electricity to be used in heating and warming to be mainly solar; and Wind energy to be harnessed and used in pumping water Public and occupation safety and health Proper personal protective equipment. Contractors and the management shall use barriers and guards as necessary to protect employees and visitors from physical hazards; Signage -danger warning or CAUTION will be put at strategic places. The contractor and management shall adhere to the provisions of environmental health and safety plan (EHS). Ensure that the operational manuals are available and accessible for every equipment /machinery. Dust suppression. Development of occupational safety and health guidance plans; and Form a safety and health committee to coordinate safety and health issues at workplace.
