PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed construction of a bitumen plant.. The project will involve building an emulsion bitumen plant with a boiler- bitumen preheating tank and one bitumen pump, a guardhouse, Sanitary facilities and a paved driveway running from the gate. THE KENYA GAZETTE 18th November, 2011 4416 4416 The proposed site for construction of a bitumen plant is in Nairobi Municipality on plot no 209/13714 along Masai Road, off Mombasa road. The proposed project site measures approximately 5 hectares. The following are the anticipated impacts and proposed mitigation measures: Environmental issue Mitigation Measures Changes in hydrology/ impended drainage Proper initial site exploration to avoid potential ground water contamination. Proper Installation of drainage structures on site Establishing water balance taking into consideration probable climatic events. Install cascades to break the impact of water flowing in the drains. Ensure efficiency of drainage structures through proper design and maintenance. Provide gratings to the drainage channels. Regular checks on any sludge along drainage channels. Soil erosion Control earthworks Rehabilitate degraded environment to avoid siltation and wash offs. Ensure management of excavation activities Provide soil erosion control and conservation structures where necessary. Proper disposal of excavated loose soils. Air pollution through dust and gaseous emissions Control speed and operation of vehicles on site Training of all workers on proper use and maintenance of PPE‘s. Prohibit idling of vehicles. Regular maintenance of plant and equipment.. Noise pollution All activities to be restricted to daytime. Employees working in areas with high noise levels to wear appropriate safety & protective gear e.g. earplugs & earmuffs. Appropriate selection of machinery with engineered noise prevention designs e.g. acoustic cladding Sensitize drivers and machine operators on the effects of noise. Oil pollution Proper storage, handling and disposal of new and used oil and related wastes e.g. selling to licenced oil waste handlers. Maintain plant and equipment to avoid leaks Maintenance of vehicles should be carried out at a designated point that should be appropriately slabbed to prevent percolation of oil and where appropriate, install an interceptor tank. Develop a spill prevention and control plan Provide workers handling the oil with suitable protective clothing like gloves to avoid skin contact with the same Water resource Management of water usage. Avoid unnecessary wastage especially at the car washing bay Developing an appropriate water management system minimising the impact on water users in the area. Considering re-use of water. Considering the potential impact to the water balance prior to commencing any de-watering activities. Contractors lay down area Special attention should be paid to the sanitary facilities (pit latrines), they should be kept clean and well lit Road safety Enforce speed limits for all vehicles accessing the site Provide bill boards around the site to notify all stakeholders about the development. Public health and occupational safety Ensure proper solid waste disposal and collection facilities Provide First Aid kits on the site Sensitize stakeholders/workers on environmental management Provision of all necessary PPEs. Workers should be trained on occupational health & safety and First Aid administration A comprehensive risk assessment and healthy and safety audits should be conducted for the site Geo-Technical safety Assessment of natural topography and stability monitoring around the site. Access ramps and road alignments should be included in geotechnical stability analysis. Accurate assessment of work safety from rock fall and land slides Fire safety training/ Emergency response procedures (ERPs) Develop an elaborate ERP and prominently display abstracts of the same on site Conspicuously display emergency response contacts on site Train all stakeholders on ERP at the site Ensure all equipments are in good working condition Provide adequate and appropriately serviced fire fighting equipments Provide fire fighting appliances on site. Ensure all fire fighting equipments are in good working condition. Put up simple instructions on how to handle fires, product spills, and armed robbery and product contaminations Assembly points and refuge bays are to be erected and easily accessible in 15 min time from anywhere at the site. Provide emergency numbers at strategic points Provide appropriately marked fire exists and auxiliary doors Record Keeping Collection and analysis of relevant environmental data at the site. Data of maintenance of fire fighting equipment and vehicle movement in and out of the site 18th November, 2011 THE KENYA GAZETTE Internal Audits Monitoring will involve measurements, observations, evaluations assessment of changes in waste management Noise levels, workers safety e.t.c. Security Security men should always be available to alleviate cases of robbery and other related incidences on site Installation of security lighting especially at the site. Solid wastes/ waste rock Provide appropriate mechanisms of handling workshop scrap, and non process related industrial wastes. Provide adequate measures for handling waste to be disposed-off and lift height specifications or to be used in upgrading of the existent road network around the site Recyclable wastes like the oil cans, scrap metals, used tyres should be sold to licensed waster recyclers Scraps and other debris on site including rock debris Use of an integrated solid waste management system i.e. through a hierarchy of options: Wastes generated as a result of facility decommissioning activities will be characterized in compliance with standard waste management procedures. Disposal locations will be selected by the proponent based on the properties of the particular waste stream All machinery, equipment, structures and tools that will not be used for other purposes should be removed and recycled/ reused say in other projects Where recycling/reuse of the machinery, equipment, implements, structures, tools and other waste is not possible, the materials should be taken to approved dumpsites Oil spills and leaks Clean and treat all oil contaminated areas Suitably dispose all used oil and oil handling materials Vegetation disturbance Land deformation: soil erosion, drainage problems Implement an appropriate re-vegetation programme to restore and improve the site During the re-vegetation period, appropriate surface water runoff controls will be taken to prevent surface soil erosion; Monitoring and inspection of the area for indications of erosion will be conducted and appropriate measures taken to correct any occurrences; Fencing and signs restricting access will be posted to minimize disturbance to newly-vegetated areas; Comprehensive landscaping of the site Loss of income Reduced ability to support dependants Loss of quality of life The safety of the workers should surpass as a priority of all other objectives in the decommissioning project Adapt a project – completion policy: identifying key issues to be considered earlier before decommissioning. Assist with re-employment and job- seeking of the involved workforce. Compensate and suitably recommend the workers to help in seeking opportunities elsewhere. Offer advice and counselling on issues such as financial matters.
