PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed petrol station. The proposed development entails construction of a petrol station to include; Four pump isles, Two underground petroleum storage tanks (UPSTs), A heavy duty covered man hole for each of the UPSTs, Mini market, Fast food restaurant, Car wash open to sky, Oil Interceptor, An acceleration section on Namanga Road, Air and water point, An office section, Sanitary facilities, A septic tank, A soak pit, Associated piping work, Compressor Generator Room Possible Impact Mitigation Measures Land pollution • Ensuring vegetative cover on unpaved surfaces to maintain the integrity of soil structure within the project area and where the vegetation has been destroyed landscaping shall be undertaken. • Proper waste management (both solid and liquid) to avoid polluting the soil and unsightly environment. • Ensure leaks are detected and repaired quickly. • Construction of an Oil interceptor. Air Pollution • All fuel should be sourced from trusted sources that have employed the necessary steps to eliminate lead and reduce sulphur content. • Selling of unleaded petrol. • Selling of 0.05% sulphur diesel. • Maintaining low dust levels during construction through either surfacing the non-surfaced portion of the road or/and water regions not paved. This will reduce the amount of dust generated. • Installation of scrubbers on the exhausts of emitting machinery. • Erection of screens and buffer fences (noise barriers) to reduce the amount of dust and noise generated during construction reaching neighboring utilities. • Use of noise absorbent padding in fixed plant installations. • Use of silencers/muffers in Heavy Earth Moving Machines (HEMM). • Use of ear-muffs by employees to reduce any exposure from noise. • Retain and continue planting green- belts to create barriers between source and receiver this strategy is a long term measure as trees take a long time to be effective in creating noise barriers. • Flower bushes and shrubs can be planted around noise emitting utilities. Water pollution • Ensure conservation of water in the construction phase through wise and only necessary use as well as recycling where applicable and appropriate Management of any liquid and solid wastes to ensure that they do not lead to the contamination of surface water in the nearby streams and the underground waters. • Employing water catchments measures such as roof catchments where water harvested this way can be used for cleaning or lawn maintenance purposes. 17th February, 2012 THE KENYA GAZETTE • Maintaining vegetative cover within the non- paved area. • Install low flush toilets. Hazards • Hazards especially from moving vehicles and trucks in and out of the site could be handled in a number of ways. • Erecting hazards warning signs. • Using smaller trucks that make narrow turnings. • Construct storm water drains to channel flood waters given the steep slope of the site. • Keep the percentage of the area of impervious surface as low as possible to reduce runoff during storm periods. • Ensure effective collection of litter generated at the site. • Ensure strict adherence to occupational health and safety rules.
