GAZETTE NOTICE NO. 4653

PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed development of 860 Flats on plot L.R. No. 209/9727 situated at the junction of Langata road, Nairobi. The proposed development will include the construction of forty five (45) blocks of four (4) storeys each. The forty five (45) blocks will comprise a total of 860 units of 2-3 bed rooms. Other facilities associated with the development include parking capacity of about 1206 vehicles, shopping centre, a club house, a pre-primary school and a social centre. The proposed will be on land a 20 acres plot L.R. No. 209/9727 situated at the junction of Langata road, Nairobi. The following are the anticipated impacts and proposed mitigation measures: Possible Impact Mitigation measures Air quality- dust and emissions • Excavations should be done only on wet surface after sprinkling water • All workers should be supplied with dust masks and enforced to wear them • Sprinkled with water prior to arrival of heavy delivery vehicles to curb dust emission. • Delivery vehicles’ drivers and machine operators should be sensitized to switch off engines when offloading materials. Fire risk • Proper fire fighting equipment shall be installed. • There should be regular maintenance of the installed fire fighting equipment to ensure they are always in good working conditions. • Emergency telephone contact numbers to the nearest Hospital, Police and Ambulance should be posted in each floor at strategic positions easily identifiable by all occupants. Occupational safety and health • Formulate a health and safety plan to ensure the workers are under hygienic and safe conditions while carrying out duties. • It is recommended that workers be provided with personal protective equipments (PPE); • Warning signs should be erected at various points especially for turning vehicles and machinery operators. THE KENYA GAZETTE 13th April, 2012 1248 1248 Dust and particulate emissions • The roads will be sprinkled with used water frequently to reduce dust. • Workers to be provided with protective gear. • Drivers also to move at low speeds. • Observe EMCA (Air Quality Regulations, 2008 Flora and fauna • Minimise foot print of the project on the vegetation by ensuring that vegetation that do not fall on the construction line is preserved • To compensate for any lost scenic beauty and aesthetic value the project proponent should plant ornamental plant species. Noise and vibration • Construction work should be done during day time to avoid noise nuisance at nights to the neighborhood. • Workers working around noisy machinery or doing noisy tasks such as fixing iron sheet roofing should be provided with earmuffs; • Loud noise generating machinery like generators should be encased to reduce the noise they may generate. • Delivery vehicles’ drivers should be sensitized to switch off vehicle engines when not in use or when offloading. Soils/land • Landscape should be made rough. • Soil on cut embankment should be stabilized. • Vegetation cover should be planted • Re use solid waste from demolition and construction phase. • Recycle waste water for reuse. Water resources • Water should be used economically and responsibly during the construction phase • Alternative and cheaper source of water use e.g. borehole water • Efficient water use by installing modern type water appliances, fittings and devices. • Large and sufficient drainage structures should be constructed. • Ensure all drainages within area of jurisdiction are well maintained and always in good condition. • There should be grease and oil separators in the flats drainage system.
