THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT

(No. 8 of 1999)

PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed Pekenya Gas Supplies. The proposed project entails development of a gas filling and packaging station on plot LR No. Thika Municipality Block 13/308 in Thika’s Industrial Area,Thika West District approxitely 4Km from Thika town. The following are the anticipated impacts and proposed mitigation measures: Possible Impact Mitigation Measures Dust • Water the ground before excavation. • Provide workers with nose masks and transparent goggles. • Enclose the proposed site with an iron sheet perimeter fence. Noise • Use of ear protectors by workers. • Recondition engine exhaust systems. • Ensure proper engine tune-up. • Establish inspection program for equipment. • All noisy operations to be restricted to day time hours and meet the maximum permissible noise levels. • Workers to wear ear muffs if working in a noise section. • Silencers to be installed on. Waste resources • Establish spills prevention procedures and response plan. • Procure spill control kit. • Train staff on management and response to spillage incidents. • Machinery shall be well maintained to prevent oil leaks on the ground. • All oil products shall be stored in a site store and handled carefully. • Spill prevention procedures and response plan. • Procure spill control kit. • Training on spill prevention. • Install a gas trap as shown in site plan. • Establish program for skimming gas traps. • Obtain spill/ leak control kit. • Train staff on spill prevention. • Construct a well /drainage with constant flow of water for leak detection. • Implement a program for inspection. • Connect the toilets to the sewer line. • Effective maintenance of plumbing and drainage system. Soil contamination • Spill control procedures. • Training. • Procure spill/ leak control kit. • Connect the toilets to the sewer line. • Effective maintenance of plumbing and drainage system. Biological resources • Landscaping. • Vegetation that does not interfere with siting should be left intact. • During the Decommissioning stage the proponent shall rehabilitate the land by removing any unnecessary materials that shall be covering the land and preventing natural biodiversity. • After completion of the project the proponent will rehabilitate the land by planting trees and ornamental flowers on the disturbed areas. Transportation (traffic) • All vehicles delivering bulk materials to the site not to exceed the required weight limit and comply with traffic rules. Health and safety • Provide first aid kit • Observe safety procedures. • Provide personal protective equipment. • Implement fire prevention plan. • Avail fire equipment. • Training of workers. (d) District Environmental Officer, Thika West District. The National Environment Management Authority invites members of the public to submit oral or written comments within thirty (30) days from the date of publication of this notice to the Director-General, NEMA, to assist the Authority in the decision making process of the plan.
