PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed Petroleum depot on Plot No. 209/7402/4, along Ol kalou road off Nanyuki road, Industrial area, Nairobi County. The Proponent (Midax Petroleum Limited) of the proposed Petroleum depot on Plot No. 209/7402/4, along Ol kalou road off Nanyuki road, Industrial area, Nairobi County has proposed to carry on construction of a petroleum depot facility for automotive diesel, premium gasoline and kerosene. The following are the anticipated impacts and proposed mitigation measures: Possible Impact Mitigation measures Disturbance of soil • Alignment of the station so that it respects the integrity of the existing topography. • Soil moulds should be flattened to avoid flooding of water and potential mosquitoes breeding sites as well as rehabilitating the open drain channel. • Trench refilling and leveling should be done to ensure flooding of the area is eliminated once the slab is constructed. • Grasses and trees should be planted after landscaping to hold the soil together after refilling. Fuel leakages and fire break ups • Installation of fire extinguishers, fire and smoke detectors. • Install sprinkler system at loading gantry and tank farm. • Install an automatic booster Pump. • Regular fire and spill safety training and drills. • Provide guards. • Signage at appropriate record keeping as well as internal; audit. • Proper waste disposal mechanism put in place. • Drainage and oil interceptors. • Regular skimming of interceptors. Air pollution by dust • Mixing should not be done on windy location. • Excavate only the area where construction will take place • Use of protective equipments for against dust and watering of dust surfaces to minimise dust generation. Noise and vibration by construction activities. • Ensure use of serviceable vehicles • Excavate only the area where construction will take place • Use of man power to excavate • Provision of safely gear to workers • Provide adequate traffic warning signs and ensure compliance to minimum operation speed by drivers. • Use of protective equipments for against dust and watering of dust surfaces to minimise dust generation. Workers accidents and hazards • Protective equipments and the right tools should be provided to workers. • Recommended curing period of the building masonry wall should be observed. • Provide site workers with sanitary facility and safe drinking water • Protective gears should be provided by the workers. • Counseling of the workers. • Use of protective equipments for against dust and watering of dust surfaces to minimise dust generation. • Ensure use of Ear protection by workers and use well maintained vehicles. • Provide adequate traffic warning signs and ensure compliance to minimum operation speed by drivers. Generation of solid waste • Segregation of solid waste and collection into bins should be observed. • Disposal of waste should be done through the laid down council procedure. • No waste should be left on the site. Increased surface water run-off • Improve slope protection measures. • Reclaim and replant vegetation. • Salvage soils for use in reclamation. • Carry out landscaping before replanting.
