GAZETTE NOTICE NO. 12062

IT IS notified for the general information of the public that the Minister of State for Public Service has appointed a Task Force on Values and Principles of Public Service of Kenya. 1. The Task Force shall comprise of the following: Stephen Mutoro—(Chairman) Members: Wesley Kipng’etich Julius M. Malombe (Dr.) Florence Muinde (Dr.) Patrick Karanja Isaiah B. Kirigua Catherine Ochanda Juster Nkoroi Aggrey Busena Joint Secretaries: Paul Mwangi Selina Iseme Melissa B. Morangi 2. The Terms of Reference of the Task Force are to: (a) Review all existing laws, Regulations and Policies relating to Article 232. (b) Prepare a draft Policy on the Values and Principles of Public Service based on Article 232. (c) Prepare a draft Bill to give full effect to Article 232. (d) Undertake public and stakeholders consultations to attain consensus. 3. The Task Force shall have the powers to: (a) Hold meetings, public forums and consultations in all counties as it shall deem necessary for the performance of the tasks. (b) In consultation with the Steering Committee co-opt experts in particular areas of need as may be necessary. (c) Initiate studies or research by institutions or individuals with requisite expertise to undertake its tasks; and (d) Coordinate and consult with relevant institutions in order to access relevant information to enable the Task Force execute its mandate. 4. The term of office of the Task Force shall be six (6) months with effect from the date of this Gazette Notice. However, the Minister of State for Public Service may when necessary extend the period.
