IT IS notified for the information of the general public that the Minister for Roads has, for the purpose of realigning the Ministry of Roads and its Statutory Agencies with the Constitution, appointed a Taskforce with effect from 1st July, 2012. The Terms of reference of the Taskforce are to: (a) Review existing policy framework on management of the Roads Sub-Sector and make appropriate recommendations on changes/amendments necessary to accommodate the spirit of devolution envisaged in the Constitution. (b) Review existing legislation governing the Roads Sub-Sector and make appropriate proposals for amendments in line with the Constitution. (c) Review the current structure of the Ministry of Roads and its statutory bodies and prepare proposals on various options for restructuring for effective implementation of the Constitution. (d) Make proposals for effective implementation structures consistent with the provisions of the Constitution with regard to management of roads. (e) With reference to (4) above and in accordance with specific provisions of the Constitution, collect and collate views from key stakeholders on how operations of the Ministry of Roads should be managed under the devolved system of government. (f) Undertake stakeholder and public consultations to develop consensus on apportionment of the road categories specified in the Constitution in line with the devolved system of government. (g) To develop a Policy Paper as well as appropriate Bill(s) by 30th October, 2012. (h) Co-opt such number of support staff and experts in particular areas of need as may be necessary. (i) Undertake comparative studies/benchmarking with other relevant jurisdictions. (j) The Taskforce shall complete its work and present its report to the Minister on or by 30th October, 2012 and the Minister for Roads may when necessary extend the period.
