GAZETTE NOTICE NO. 11382

PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed upgrading of Iten–Nyaru (C53) Road (Keiyo District). The proponent (Kenya National Highways authority) of Upgrading of Iten-Nyaru (C53) Road (Keiyo District) has proposed to upgrade the Iten-Nyaru road which runs from the Iten – Eldoret road junction about 1.5km from the Iten town centre to the south transverse among other markets Kapsoen, Kapkoi, Kaptarakwa, Chororget and ends at Nyaru market on Eldoret-Eldama Ravine road junction (B54) junction. The following are the anticipated impacts and proposed mitigation measures: Possible Impact Mitigation measures Water pollution  Establish a supervisory mechanism for excavations not to interfere with sources of water.  Monitor the standards of sanitation at the construction camp sites.  Develop a waste management procedure (collection, transfer, storage and disposal).  Provide safe abstraction points for construction water. Air quality  Watering the road surfaces and diversions at all times during construction to reduce on dust suspension in the air.  Device an information flow system to the communities on unavoidable emissions into the air.  Keep inevitable dusty and/or emissions be kept as short as possible. Environmental pollution  Institute a standard of operating procedures (SOP) for the project including machinery servicing and fuelling, waste management.  Integrate soil erosion control in the construction work plans.  Isolate point sources of environmental pollution along the route.  Provide waste receptacles at social locations along the route, especially at market centers.  Integrate pollution considerations in maintenance of the road.  Erect educating information of need for clean road reserve.  Focus on all crossings and the effects of the water quality with respect to downstream dependants. Vegetation cover degradation and land degradation  Establish a programme for re-vegetation of the road reserve and material sites.  Extend the initiative to the catchment collaboration with landowners and general communities.  Implement a land rehab ilitation programme for the road reserve and materials sites.  Integrate micro-hydrology trends and THE KENYA GAZETTE 17th August, 2012 3044 3044 design check dams necessary soil loss control.  Agree with material site owners on rehabilitation after extraction. Health and safety  Disseminate information on contractor safety, health and conservation to the workers and the communities.  Special attention to sensitizing construction workers against HIV/AIDs in collaboration with relevant organizations.  Enhance road safety including signage information, awareness and good condition of the road.  Invoke necessary legislation to ensure road reserve id identified and respected by all adjoining land owners.  Provide speed bumps and signage at markets and near school.  Provide livestock crossing as appropriate (e.g underpasses or crossing rumps with speed bumps).  Educate road users and communities on wise and safe use of the road for co- existence. Social and Economic Impact  Undertake ground survey and initiate appropriate compensation process.  Factor non-motorized mode of transport in the design.  Improve the information integration, education and communication to enhance positive public attitude.  Engage IEC person (preferably recruited from the area) to act as the liaison officer.  Provide safe view points for road users and economic platforms for the communities.  Provide service roads in all the markets and short access sections along the corridor  Sensitize the residents on wise use of the road as a stimulator of social and economic growth.  Engage community participation in the road maintenance initiatives.  IEC materials for awareness creation interventions. Drainage  Consider involving the riparian landowners on maintenance and clearing of culverts and drains near their farms.  Install cascades and check dams minimum effects to the landowners on the lower farms.  Consider adopting the road for Roads 2000 initiatives.
