PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed Thome Gulf Energy Service Station on plot L.R. no. block 110 along the Eastern by – Pass, Roysambu Location in Nairobi County. The Proponent (Gulf Energy Limited) of the proposed Thome Gulf Energy Service Station is proposing to carry on construction of a fully equipped service station with fuel reception bay for offloading purposes, underground fuel storage tanks, LPG storage room, lubes store, generator and compressor rooms, pump dispensers and a restaurant. The station will also have an office, pit stop service, a store for its products and adequate parking area. The following are the anticipated impacts and proposed mitigation measures: 17th August, 2012 THE KENYA GAZETTE Possible Impact Mitigation measures Dust and gaseous emissions  Watering should be done where appropriate during construction.  Control speed and operation of vehicle on site.  Use environmentally clean fuels for the vehicles. Solid waste generation  A reputable solid waste handler will be contracted to regularly collect solid waste.  There will be adequate provision of strategically placed waste bins at the facility to ensure that there is no idle litter.  Use durable long lasting materials that shall not need to be replaced as often thereby reducing the amount of construction wastes generated over time. Loss of top soil cover  Resurface/pave open areas after the completion of the project.  Apply soil erosion control measures such as the leveling of project site to reduce runoff, velocity and increase infiltration of storm water into the soil. Surface drainage system  Drainage channels should be covered with gratings to prevent occurrence of accidents and entry dirt that would compromise flow of run-off.  The channels should be designed with regards to the peak volumes such as periods or seasons when there is high intensity of rainfall for avoid overflow.  Provide suitable storm water drainage channels to effectively discharge water to safe areas.  Maintain existing drainage channels to avoid blockages. Increased energy demand  Switch off all electrical appliances when not in use.  Put off all lights immediately when not in use/required or are not needed.  Use energy conserving electric lamps for general lighting. Accidents and occupational risks  Implementation of safety measures and emergency plans to contain accident risks associated with the product being handled.  A fully equipped first aid kit.  The contractor should have workmen‘s compensation cover. Noise  Workers should be provided with Personal Protective Equipment such as earmuffs when operating noisy operations.  There should not be unnecessary horning of the trucks at the site.  Vehicle drivers and machinery operators to switch off engines of vehicles or machineries not being used.  Noisy operations should be done during the day. Leaks from installations  Regularly tests to ensure integrity of the installations such as air separators, valves, couplings, dispensing hoses and storage tanks.  Drops or wetness to ensure no leakage must be checked regularly.  Inventory management / stock reconciliation shall be done daily to ensure no leakages and to monitor available stocks.  Installations shall be made of strong material such as steel to ensure no leaks. Cross contamination  Use color codes for product storage tank identification.  Offload one product at a time.  Carry out density tests to confirm the quality of the product being offloaded . Accidental spills  Sound engineering must be put in place.  Reliable operations and effective written operating procedures, good preventive and predictive maintenance techniques commitment to safety.  Oil interceptors should be provided. Risk of fire  Install smoke detectors at strategic locations.  Install gas detection system in a strategic location.  Install fire alarms.  Install and maintain firefighting equipment located at strategic points  Sand buckets shall be easily accessible, full and ready to use.  Observe safety precautions during loading and offloading of trucks.  Forecourt should be clean, no litter, oil or spillage.  ―No Smoking‖ rule shall be observed and all signs displayed, clean and easily legible to the customer.  No use of mobile phones at the forecourt.  All electrical components at the site shall be of appropriate quality to minimize risks associated with faulty electrical fittings. Emergency response plan  Provide emergency numbers at strategic points.  Ensure that all workers have access to communication facilities (phones etc.) for quick emergency response.  Install emergency Stop Buttons.  Install firefighting equipment and train staff on how to use them.  Install vehicle collision protection bars at the loading bay. Traffic flow management  Ensure sufficient parking space.  Avoid unnecessary delays at the loading bay.  One staff should be assigned the role of traffic management.
