THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(No. 8 of 1999)
REGULATION
PURSUANT to regulation 21 of Environ mental (Impact
Assessment and Audit) Regulations, the National Environmental
Management Authority (NEMA) has received an Environmental
Impact Assessment Study Report for the implementation of the proposed construction and operations of carneval village apartments.
The proposed development will include construction and availing luxurious residential houses in the environs of Tudor creek in
Mombasa. The project will involve the construction of six (6) floor flat house at the Tudor creek on a plot measuring 0.1598 hectares. It will further involve an excavation to create three lower ground floors. The proposed luxurious residential houses will be on land parcel L.R. No.
MN/I/7664 Kisauni District, Mombasa County.
The following are the anticipated impacts and proposed mitigation measures:
Possible Impact Mitigation measures
Damage to features and materials of archeological importance
Secure sites of archeological value and contact the National Museums of Kenya immediately if any is damaged.
Destruction of biodiversity
Construction activities should be controlled to minimize the damage.
Use friendly technology both in the construction and operational phases of the project.
Pollution of the Creek All wastes from excavations will not be allowed into the sea.
Frequent repairs of boats to make sure that there are no leakages of fuel to the
Creek.
The proponent will direct his wastes into the Mombasa Municipal Council sewer and not the creek water
Occupational Safety and
Health
Post warning signs near loading points
Contactor to wear personal protective equipment like nose masks and goggles where appropriate.
Workers who are exposed to noise should work in shifts of 6 hours each to limit duration of exposure.
A first Aid Box must be kept at loading site with a designated First Aid trained person
Acquire the noise permit.
The area should be guarded, fenced and warning signs erected.
Increased waste generation
Recycle and reuse waste including water.
Exercising appropriate waste handling and good housekeeping practices and procedures.
Noise and vibration
All Lorries transporting materials shall switch off engines while at the site.
Hours of transporting material to site is shall be 6:00 AM to 6:00 PM
Material transport lorries shall be well maintained so as not to emit excessive noise.
All construction work to be carried out

Damage to soil texture Ensure that all scooped areas are landscaped to take the flow of previous natural land form.
Damage to the access network
Raw materials transport Lorries to use designated access roads when going to collect the materials to the sites.
Access road maintenance shall be an ongoing concern
Contamination of water resources
Proper waste management tools to be employed during construction and operational phases of the project.

The National Environment Management Authority invites members of the public to submit oral or written comments within thirty (30) days from the date of publication of this notice to the
Director-General, NEMA, to assist the Authority in the decision making process of the plan.
