PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed development of executive apartments—precious gardens Riruta. The proposed development will include the construction of twenty nine (29) blocks of six (6) floors each. Nine (9) blocks will consist of 224 – 3 bedroom units, 10 blocks consisting of 130 -2 bedroom units and 5 blocks consisting of 60 -1 bedroom units. The entire development will consist of 414 units with a parking capacity of about 416 vehicles. The proposed Executive apartments – precious gardens will be on land L.R. No. 4228, 4229 and 4230 in Riruta/Kawangware, Nairobi. The following are the anticipated impacts and proposed mitigation measures: Possible Impact Mitigation measures Air quality  Water the ground before excavation.  Provide dust nets at high levels.  Avoid exaction during windy times.  Use of respirators by workers.  Recondition engine exhaust systems.  Engine tune-up.  Establish inspection program for equipment. Fire hazards  Ensure fire extinguishers are stationed in visible places.  Security personnel and occupants to be trained in fire fighting skills.  Drilling exercise to be conducted regularly. Occupational safety and health  All workers should be provided with full protective gear.  A first aid kit(s) should be provided within the site.  Sanitary facilities should be provided and standard cleanliness of the facilities maintained. 20th April, 2012 THE KENYA GAZETTE  Individuals preparing food for the workers at the site should be controlled and monitored to ensure that food is hygienically prepared.  Workers should always be sensitized on social issues such as drugs, alcohol, diseases particularly HIV/Aids.  Billboards should be suitably erected on the onset of the project. The Signs should indicate and inform the public e.g. – DANGER! HEAVY VEHICLES TURNING‘. Dust and particulate emissions  The roads will be sprinkled with used water frequently to reduce dust.  Workers to be provided with protective gear.  Drivers also to move at low speeds.  Observe EMCA (Air Quality Regulations, 2008. Flora and fauna  Avoid unnecessary clearing of vegetation by conserving vegetation not in the sections being built up.  Landscape and plant vegetation in all open areas after the completion of the project and manage the introduced vegetation on completion of the development to restore or improve site. Noise and vibration  Vehicles to move at low speeds.  Exposed workers will be provided with protective gear (noise muffs).  Observe EMCA (Noise and Excessive Vibrations regulations of 2008).  Construction hours should be limited to the hours of 8.00 am and 6.00 p.m. daily. Soils and geology  Establish site Spill control procedures.  Training of workers on spill control procedures/preparedness.  Off-site maintenance operations.  Spill control kit be availed at the site.  Sewerage and waste water to be discharged into the Nairobi Water and Sewerage Company sewer lines in the area.  Blockage incidences to be reported to NWSC.
