PURSUANT to the provisions of the Constitution of Kenya and sections 5, 34 and 35 of the Judicial Service Act, 2011, the Chief Justice of the Republic of Kenya and the Chairperson of the National Council on the Administration of Justice (NCAJ) appoints the following to be members of the NCAJ Committee on Traffic Reforms, for a period of three (3) years. Njuguna (Ms.) Directorate of Children’s Services Abigael Muigai (Ms.) Nairobi Metropolitan Area Transport Authority Susan Jean Ouko (Ms.) (Secretary) National Council on the Administration of Justice 134 134 Terms of Reference of the Committee 1. the Committee shall— (a) foster inter-agency collaboration, coordination and cooperation to streamline processes related to traffic case administration; (b) txplore and recommend technology-driven solutions to digitize and expedite the traffic case administration process; (c) txamine existing laws pertaining to minor traffic offences and propose amendments or decriminalization thereof; (d) develop and implement joint training programs for justice sector actors and stakeholders involved in handling traffic matters; (e) oversee the undertaking of studies to deepen, expand, and advise the efficient administration of justice in traffic cases; (f) promote public awareness and education on road safety, traffic laws, regulations, rules, court procedures and citizens’ rights and responsibilities; and (g) carry out such functions as may be assigned by the National Council for Administration of Justice. 2. In the discharge of its mandate, the Committee may, on temporary basis, identify and invite relevant technical expert(s) on a specific issue or agenda. 3. The Committee may co-opt other members as necessary to assist with the realization of its objectives as long as the co-opted members do not exceed two. 4. The Committee shall report to and update the NCAJ Council on its progress every quarter. 5. The Committee members shall serve for a period of three (3) years. Dated the 10th January, 2024. MARTHA K.
