(No. 17 of 2012)
ESTABLISHMENT
PURSUANT to article 179 of the Constitution of Kenya, 2010 and section 30 (2) (l) of the County Governments Act, 2012, it is notified for general public information that the Governor of the Kajiado
County has established the County Government of Kajiado, the
Human Resource Management Process Re-engineering Taskforce. The purpose of the Human Resource Management Process Re-engineering
Taskforce is to oversee the implementation of the Human Resource
Audit, dated October 2023 conducted by the Institute of Human
Resource Management (IHRM) as at the date of the establishment of the Taskforce.
The Human Resource Management Process Re-engineering
Taskforce shall consist of—

The Human Resource Management Process Re-engineering
Taskforce shall, prior to embarking on its duties, subscribe to such oath of confidentiality and such other oaths, as may be prescribed.
The Terms of Reference of the Human Resource Management
Process Re-engineering Taskforce are to:
(a) Advice on the implementation of the Human Resource Audit, dated October 2023 conducted by the Institute of Human
Resource Management (IHRM)
(b) Advice on the implementation audit recommendations for overall corporate level and for every specific recommendations for each area examined as contained in the body of the report.
(c) Oversee the effective implementation of the Human Resource
Function by the County Government of Kajiado and the
Kajiado Public Service Board in line with the National and
County Legislation governing it.
In the performance of its functions, the Human Resource
Management Process Re-engineering Taskforce—
(a) shall be properly constituted for purpose of transacting its business with five members present to form the quorum;
(b) shall hold such number of meetings at such places and such times as the Human Resource Management Process Re- engineering Taskforce shall consider necessary for the proper discharge of its mandate;
(c) may request for documentation and any other material or information required in the discharge of its mandate, from any officer or official in the county government of Kajiado;
(d) shall have access to all reports relevant to its mandate;
(e) shall, as it considers appropriate, carry out or cause to be carried out such studies or research as may inform the Human
Resource Management Process Re-engineering Taskforce on its mandate;
(f) shall submit reports to the Governor upon request; and
(g) subject to the foregoing, the Human Resource Management
Process Re-engineering Taskforce and the secretariat that may be established by the Taskforce, shall have all the independence necessary for carrying out its function, and for the proper execution of its mandate, including the power to regulate its own procedure without being the subject of control by any other authority.
The taskforce shall remain in office for a period of eight (8) months from the date of the publication of this notice and the
Governor may, if necessary, extend the term of the taskforce.
The Human Resource Management Process Re-engineering
Taskforce shall—
(a) within (2) two month (or such longer period that the Governor may authorize) submit to the Governor a report with appropriate recommendations;

(b) submit as appropriate, interim reports to the Governor as the
Human Resource Management Process Re-engineering
Taskforce may deem fit and necessary or as the need arises;
and
(c) in consultation with the Governor, have the power to co-opt other staff in the county government or a professional expert, as it deems fit only for specialized aspects of its terms of reference.
The costs incurred by the taskforce in the performance of its functions shall be defrayed from the voted funds of the County
Department for Public Service
These appointments take effect from the date of this notice.
