APPOINTMENT
in accordance with the provisions of Article 10 and 232 of the Constitution of Kenya 2010 and section 59 (5) of the County
Governments Act, 2012, that requires the Board to submit a report on its operations and activities to the County Assembly at the end of each financial year. This report highlights our key activities, challenges faced, and achievements in fulfilling our mandate in the 2022/2023
Financial Year.
In compliance with section 59 (1) (h) of the County Governments
Act, 2012, that requires the Board to advise on Human Resource
Management and Development, the Board has strengthened its human resource management by carrying out the reforms that focuses on monthly Human Resource Clinics and issuing of advisories.
The Board also delivered its mandate through establishing and abolishing of offices in the County Public Service and reviewing of the
County Organizational structure.
During the year under review the Board did twenty eight (28) appointments on contracts terms on service and reviewed terms of service of six (6) officers from Contract to Permanent.
The Board promoted thirty seven (37) Officers comprising 15
(40.5%) female and 22 (59.5%) male to various grades through a competitive process.
During the year, the Board re designated the ninety (95) officers without immediate financial implications across seven departments.
The total number of officers on study leave during the year under review were eleven (11), released for study leave were seven (7), officers who resumed from study leave eleven (11) and one (1) officer who did not resume after expiry of study leave.
During the year under review the Board received thirteen (13) disciplinary cases out of which five (5) cases were finalized while eight (8) cases had not been finalized. Public officers exit service through retirement under the ‘50 Year’ Rule, mandatory age of sixty
(60) and sixty five (65) years. Other ways through which officers leave public service is through retirement on medical grounds; death, transfer of service, dismissal, termination of contracts and abolition of office. During the year, fifty three (53) officers exited the service from various Departments.
Budget for 2022/23 Financial Year.
The Board was allocated Gross amount of KSh. 47,480,938, made up of KSh. 44,980,938 and KSh. 2,500,000 for the Recurrent and
Development amounts, respectively. This was dedicated to delivery of the Board’s core mandate. The Board mobilized resources from various stakeholders to assist in implementation of its activities.
