NOTICE is given pursuant to section 44 (1) and (2) and section 58 (1) (a), (2) and (3) of the County Governments Act, 2012, (as amended by the County Governments (Amendment) Act, 2020 that, I, Jeremiah Ekamais Lomorukai Napotikan, Governor, County Government of Turkana, do appoint the following persons to be members of the Selection Panel for the recruitment of County Secretary and Chairperson of County Public Service Board, respectively: Name Role Peter Lolem Chairperson Samson Ochuka Omamo Member Concepta Longoli Member Richard Emoru Member Ebongon Emuria Member The terms of reference of the selection Panel will be to — (a) ensure the competitive sourcing of the persons to fill the positions of the County Secretary and the Chair of the Turkana County Public Service Board respectively; (b) formulate and undertake the advertisements for the positions of the County Secretary and the Chair of the Turkana County Public Service Board and to receive applications in respect of the said vacancies; (c) undertake the long listing and short listing of the applications received under paragraph(a) above; (d) prepare and publish the interview schedule of the candidates shortlisted for the stated vacancies; and (e) conduct the interviews of the shortlisted applicants and thereafter forward the names of the successful applicants to the County Governor for onward transmission of his nominees to the County Assembly for vetting and approval. In the performance of its task, the Selection Panel shall — (i) regulate its own procedure; (ii) be facilitated by the Director of Human Resource Management who shall provide secretariat services; and (iii) submit a final report of its activities to the Governor at the end of its term. the Section Panel shall finalize its task within a period of sixty (60) days from the date of this notice.
