PURSUANT to section 59 of the Environmental Management and Coordination Act, 1999, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Clermont Development Limited, proposes to develop a residential block of three basements for parking space, ground floor to 22nd floors comprising of 484No. Residential apartment Units (327 No. one bedroom, 42 No. two bedroom, 91 No. three bedroom, 24 No. studios), perimeter wall, gate, other associated amenities and facilities on Apartments Complex on Plot L.R. No. Nairobi/Block 5/646 along Grove Lane, Westlands, Nairobi City County. The following are the anticipated impacts and proposed mitigation measures– Impacts Proposed Mitigation Measure Air pollution • All personnel, working at the project site will be trained prior to starting construction on methods for minimizing air quality impact during construction. • All workers at the site will be required to wear protective clothing while on duty. • Traffic speed of construction machineries will be restricted to maximum of 15 mph • Exposed stockpiles of e.g. dust and sand, will be enclosed covered, and watered daily, or treated with non-toxic soil blinders • All active construction areas will be watered at least twice per week reduce dust • All construction areas will be covered by scaffolding/dust nets to provide optimal dust protection • Construction vehicles drivers will be under strict instruction to minimize unnecessary trips and minimize idling of the engines. • Ensure that the manuals of operations are followed to the latter to avoid possible accidents • Vegetation will be replanted in disturbed areas as soon as possible to create green space and stabilizes soils Noise pollution • Construction works to be carried out during daytime only • Use of very noisy equipment will be limited to daytime only • Regular maintenance of machinery to minimize noise. • Use of equipment designed with noise control elements will be adopted where necessary. • All workers operating in noisy areas or operating noisy equipment will be provided with earmuffs to protect against extreme noise. • Idling time for pick-up trucks and other small equipment will be minimized to limited time. • Encourage use of manual labor where appropriate. Generation of solid waste • Wastes to be collected regularly to control air pollution and vermin/insects etc. • All persons involved in refuse collection shall be in full protective attire. 22nd November, 2024 THE KENYA GAZETTE Impacts Proposed Mitigation Measure • Ensure that all solid wastes are collected and segregated • Contact a licensed solid waste transported to collect solid materials leakages and/or spillages • Minimize waste at source by clear and harmonized procurement materials • Resource recovery will be encouraged once the project takes off so as to shrink waste stream and recover non recyclables • For hazardous waste- In case of spillage emergency spillage control measures to be instituted. Health and safety concerns. • Conduct regular training on work safety procedures • Provide appropriate personnel Protective Equipment (PPE) to site workers • Provide for appropriate signage and warnings at work sites • Provide for First Aid facilities as per the OSHA, 2007. • Establish secure site access points to control entry and prevent unauthorized access. • Conduct training sessions on health and safety practices, emergency response, and specific hazards associated with the construction project. • Maintain records of any injuries or incidents and follow up with appropriate corrective measures. Water and energy resources. • Install rainwater harvesting systems for landscape irrigation and non-potable uses to reduce demand on NAWASCO water. • Reuse recycled water as much as possible with proper treatment procedures • Regularly test nearby water bodies for turbidity, pH, and pollutants to identify and address contamination from construction activities. • Install solar photovoltaic (PV) panels on rooftops or common areas to generate renewable electricity for common facilities • Record water consumption during construction to identify waste and optimize usage. Climate change • Include climate change prevention measures in environmental policy and sensitize workers on importance of adherence to the measures • Use low-carbon materials, such as recycled steel, sustainably sourced timber, and low-emission concrete alternatives for carbon footprint reduction. • Use electric or hybrid construction vehicles and equipment where feasible. • Elevate buildings or critical equipment areas above known flood levels, and design drainage systems to handle heavy rainfall. • Use cool paints and roofing materials with high solar reflectance to reduce urban heat buildup around the site. Impacts Proposed Mitigation Measure Water pollution • Storm water management plan that minimizes impervious area increases infiltration by use of recharge areas, and use of retention, and/or retention with graduated outlet control structures, will be used. • Keep natural water channels free from obstruction. • Maintain internal and immediate external drainage systems clear all the times • Undertake roof catchment harvesting to reduce volumes of storm water Traffic disruption • Provide a traffic flow management plan to avoid traffic congestions and accidents • Clearly display speed limit signs in critical areas, such as pedestrian crossings, entry points, and around blind corners. • Address complaints promptly and adjust traffic management strategies if necessary. Document any traffic incidents or complaints and implement corrective actions where necessary. Accidents • Designate specific work zones for tasks performed at height and mark them clearly. • Limit access to these zones to only authorized and trained personnel. • Use safety nets and catch platforms under high- risk areas to prevent injuries from falling object. • Provide specialized training to all workers on height safety, proper use of PPE, and fall arrest techniques. • Erect perimeter fencing and signage around the construction site to prevent public access to high- risk areas. Install warning signs at site entrances and around high-risk zones to alert the public and workers to height-related hazards.
