Pursuant to Regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project The proponent, Rareh Icon Solar Limited, is proposing to evacuate 132kV power from the solar PV plant to the Kiboko substation where it will be connected to the national grid. The main components of high-voltage electricity transmission line and associated facilities include; transmission pylons, transmission lines, access roads and substation. This project will be carried out in Makueni County. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed Mitigation Measures Air pollution • Maintain vehicle and equipment according to manufactures' specifications. • Use standard fuel and lubricants. • Sprinkle water to work areas to reduce and prevent dust during dry weather periods. • Clean access routes in surrounding area on a daily basis to prevent dust. • Collect and hold sanitary and cleaning wastes in appropriate container. • Workers who may unavoidably have to work in dusty workplaces should be provided with nose and ear masks to protect them from excessive dust. Noise pollution • Minimize noise according to NEMA, Kenya standards and World Bank guidelines. • Control noise and vibration on site. • Install adequate noise prevention devices, e.g. mufflers on noise generating sources. • Switch off engines of vehicles and machinery while not in use. • Provide information to the local communities (e.g. through the local system or local radio (FM) stations) with regard to work programme, and strict adherence to such. • Workers who may unavoidably have to work with noise generating equipment, e.g. earthmoving equipment should be provided with ear plugs and advised/monitored to put them on. 8th November, 2019 THE KENYA GAZETTE 4451 Impacts Proposed Mitigation Measures • Contain solid wastes so that no solid waste, fuels or oils should not be discharged into surface water bodies. Impacts Water pollution Soil erosion and contamination Solid waste generation Impacts on flora and fauna • Hold and store sanitary and cleaning wastes in appropriate containers to be disposed of at approved sites. • Park vehicles preferably on paved platforms. • Fuel storages should not leak, and should be periodically monitored, and repaired or replaced when necessary. • Sites for cleaning, fuelling and maintaining vehicles should be able to prevent leakage (e.g. paved). • Maintain fuel and clean vehicles and equipment at workshops/sites with adequate leakage prevention (e.g. impermeable surface, settlers and oil separator). • Carry out work under mild weather (not strong rains or winds); • Remove and store topsoil in separate piles and reinstate after refilling of trenches, to enable natural revegetation. • Storing all hazardous, sanitary and cleaning wastes in facilities approved by NEMA. • Installing leak-proof fuel storages on concrete platform with gutters and grease separators, which are monitored periodically and repaired or replaced when required. • Strictly enforce and monitor standard procedures for storing and handling hazardous wastes and raw material (e.g. fuel or chemicals). • Place drums for oil storage on impermeable floors in the stores. • Parking vehicles on paved platforms whenever possible. • Treat wastewater from maintenance workshops in oil separators before discharge. • The contractor should prepare a Solid Waste Management Plan, as described in this report. • The contractor should maintain records of types, quantities, origin, (temporary) storage, transport and elimination/reuse of solid waste. • Any waste including excess soil should be disposed of at gazetted sites. • Excavated soils should be reused as much as possible as filling material. • Use licensed recycling companies to externally collect and recycle, recover or dispose off waste. • Zone out working areas to reduce ecological destruction. • Agree with and compensate owners of trees. • Restore disturbed natural sites through environmental rehabilitation; restoring top soils and (re-)introduce genetic species similar to those destroyed. Occupational • Ensure that work sites (especially excavation health and works), have proper protection with clear safety exposure marking of safety borders and signals and fence off all dangerous areas. • Inform riparian neighbours about the construction programme in advance. • Provide PPE to all workers using chemicals. Increased • Inform local communities about the vehicular traffic construction programme in advance. • Use reflective signature to direct traffic to designated areas. • Use flag men to give directions to traffic. • Install speed reduction humps at crossings of many people. Raw material use • Consider environmental performance of suppliers of raw material in the selection process. • Explore ways of reducing raw material use. • Special emphasis should be made on raw materials that may be reused and/or recycled/recovered. Gender-based • Effective and on-going community violence at the engagement and consultation, particularly community with women and girls. level • Review of specific project components that are known to heighten GBV risk at the community level, e.g. compensation schemes for women, employments schemes for women etc. • Specific plan for mitigating these known risks, e.g. sensitization around gender-equitable approaches to compensation and employment. Proposed Mitigation Measures • Procure quantities of construction materials in line with the Bill of Quantities. • Recycle as far as practical to curtail wastage. • Source materials from sites which are compliant with EMCA Act, Cap. 387. • Rehabilitate the existing boreholes and obtain water abstraction permits from WRA. • Expand the existing water pan to increase capacity to harness runoff to supplement water supply from the boreholes. • Replant trees in the section of the property that will not be developed. • Compact loose soils and pave open areas of the plant. • Retain vegetation cover in areas of the property that will not be developed. • Register site as a workplace with DOSHS. • Obtain insurance cover for workers. • Provide adequate and appropriate PPE and enforce their use to both workers and visitors. Proposed Mitigation Measures • Provide employees with correct tools and equipment for the jobs assigned and train on their use. • Ensure moving parts of machines and sharp surfaces are securely protected with guards. • Provide first aid services and an emergency vehicle at the site. • Regulate the entry of visitors to the site by deploying adequate security measures. • Ensure proper storage and management of flammable materials within the project site, • Prepare and implement a fire and emergency response plan for the construction site. • Comply with the provisions of OSHA, 2007. • Install dust screens around the project site during construction, • Sprinkle water at the excavation areas and Recess road. • Use of enclosures, covers or stabilize construction materials storage piles, • Install signage and bumps along the access road to restrict speed limit, • Use low sulphur fuels to power vehicles and site Machinery, • Use of serviceable machinery/equipment and trucks, • Retain vegetation cover in areas of the property that will not be developed. • Prkure and enforce the use of dust masks to workers and visitors to the project site, • Monitor fugitive MISSION: • Comply with Environmental Management and Co=ordination (Air Quality) Regulations, 2014. • Delivery of raw materials, excavation and construction work will be limited to daytime hours. • Provide and enforce the use of earmuffs to staff and visitors. • Sensitize truck drivers to avoid unnecessary hooting and running of vehicle engines. • Comply with Environmental Management and Co-ordination (Noise and Excessive Vibration Pollution) (Control) Regulations, 2009. • Procure and deliver to the site mobile toilets from a NEMA licensed waste contractor. • Comply with Environmental Management and Co-ordination (Water Quality) Regulations, 2006. • Procure and strategically place adequate solid waste collection bins with a capacity for segregation. • Procure a sizeable central solid waste collection bin with chambers to accommodate separated waste. • Create awareness on best waste management practices among the workers. • Procure the service of NEMA licensed solid waste handler. • Comply with Environmental Management and Co-ordination (Waste Management) Regulations, 2006.
