PURSUANT to Articles 88, 166 (3) and 250 of the Constitution of Kenya, '2010, sections 5 and 6 of the Independent Electoral and Boundaries Commission Act, 2011 (referred to as the IEBC Act) and paragraph 3 of the First Schedule thereto, and the First Schedule of the Election Laws (Amendment) Act, 2016, the Selection Panel for the Appointment of Commissioners of the Independent Electoral and Boundaries Commission (referred to as the IEBC Selection Panel) invites applications from qualified persons who satisfy the provisions of the Constitution, thee IEBC Act and the Elections Laws (Amendment) Act for appointment as chairperson of the Independent Electoral and Boundaries Commission (referred to as the IEBC). Chairperson of tke IEBC—(Ref. SP/IEBC/1/2016) To be appointed to the position of the chairperson of the IEBC, a person must — (a) hold a degree from a recognized university; (b) have proven relevant experience in any of the following — (i)electoral matters, (ii)management, (iii)finance, (iv)governance, (v)public administration, or (vi)law; (c) be qualified to hold the office of Judge of the Supreme Court in accordance with Article 166 (3) of the Constitution, that is, the applicant for the position of the chairperson must have — (i)at least fifteen years' experience as a superior court judge; or (ii)at least fifteen years' experience as a distinguished academic, judicial officer, legal practitioner or such experience in other relevant legal field; or (iii)held the qualifications mentioned in paragraphs (i) or (a.) for a period amounting, in the aggregate, to fifteen yrars; and (d) meet the requirements of Chapter Six of the C:onstitution. Important Notes (a)The Chairperson and Members of the IEBC she'll be appointed for a single term of six years, shall serve on 'a full-time basis and shall not be eligible for re-appointment. (b)The remuneration and allowances payable, to the Chairperson and Members of the IEBC shall be determined by the Salaries and Remuneration Commission. (c)A person shall not be qualified for ar/pointment as Chairperson or Member of the IEBC if the person has at any time within the preceding five years, held office.., or stood for election as a member of Parliament or of a county assembly, or has been a member of the governing body of a political party, or holds any State Office. (d)A Member of the Conuniesion shall not hold another public office. Application Process (a)Candidates may apply manually or via the internet by filling the Job Application Form for Appointment of Commissioners of the Independent Electoral and Boundaries Commission. (b)The Job Application Form can be downloaded from the Internet at www.parliament.go.ke. It may also be obtained free of charge during office hours from the Secretariat of the Selection Panel for the Appointment of Commissioners of the Independent Electoral and Boundaries Commission located at the Ground Floor, County Hall, Parliament Buildings, Nairobi. (c)An applicant must clearly indicate the reference number of the position for Which they are applying. (d)Applicants should attach to the application copies of current clearances from CID, HELB, KRA, EACC and any of the Credit Reference Bureaus.
