NOTICE is given that the above-mentioned part development plan was on 20th October, 2016, completed. The part development plan relates to land situated within Elwak Township. Copies of the part development plan are available for public inspection at the offices of the County Physical Planning Officer, Mandera South, Land Administrator, County Surveyor and Secretary, National Land Commission, County Co-ordinator. The copies so deposited are available for inspection free of charge by all persons interested at the offices of the County Physical Planning Officer, Mandera South, Land Administrator, County Surveyor and Secretary, National Land Commission, County Co-ordinator, between the hours of 8.00 am, to 5.00 p.m. on working days. Any interested person who wishes to make any representation in connection with or objection to the above-named part development plan may send such representations or objections in writing to be received by the CEC, County Chief Officer and County Director for PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, the Ministry of Transport, Infrastructure, Housing and Urban Development intends to put up apartments units at Shauri Moyo, Kisumu City and demolish the current structures on the site which are not economically viable. The 250 apartments will be of mixed typology to cater for various tastes and preference of the intended civil servants who will buy them. The goal of the proposed project is to develop a 'total of 250 units comprising of 56 one bedroomed units of type A and type B; 120 two bedroomed units, 40 three bedroomed units and 34 four bedroomed units. In addition to the apartment units, the project will also include a perimeter wall, transformer station and 2No. underground water tanks. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed mitigation measures Solid waste • Solid waste to be handled, managed and disposed according to the Waste Management Regulations of 2003. • Contract a licensed waste collection company to be collecting all solid waste from the facility.' • Waste handling bins to be provided, each bin should have a lid which should always be covered. • Colour codes and labelling to be used to distinguish waste bins of different waste. • There should be no scattering of waste during transportation to disposal site. Sewage handling • Sewage line and allied intrastructure to be regularly maintained. • Manhole covers and those of inspection chambers to always be tightly fastened (air tight) to avoid escape and release of odour. • Regularly cheek the sewage line for blockage and bursts for prompt repair. • Regularly monitoring of local ground water to be done to ensure that no contamination occurs. Air pollution • Regular sprinkling of water to be done on open surface and dust grounds during dry season until paving is done. • Use of dust screens to trap dust during construction. • Any open area should be planted with appropriate trees, flowers and grasses. • Employees involved in the construction 1. work to be provided with dust masks. • Project management and contractor to enforce strict use of personal protective clothing. • Complains of dust related ailments among employees and neighbours to be given access to medical attention. Noise pollution • All construction work to be limited to daytime only. • Immediate neighbours to be notified in writing on the date of commencement of construction work at least one month in advance. • All employees likely to be exposed to noise to be provided with ear protectors. • Contractor to ensure strict enforcement on use of ear protectors. • Where applicable and possible exceptionally noisy machines to be fitted with noise reduction devices. • Noise equipment especially concrete mixer to be located as far away as possible from already built residence in the neighbourhood. Vegetation loss • The proponent to seek guidance and approval from the Kenya Forest Service to cut down trees which exist in the compound. • Conserve trees outside the actual construction area. - • The proponent to start planting of more trees in all other open areas within the project site where construction will not take place. • Trees to be planted to be of the same value or better value than those to be cut. They should include those of high medicinal value, timber value, fruit trees. • Planted trees must be taken care of to ensure that they all grow to maturity. Increase in vehicular • Trucks ferrying materials, tools and traffic in the area equipment to the Site to observe the set Speed limits to avoid accidents. • Trucks ferrying materials, tools and equipment to the site to observe the set axle maximum load limit for the access roads. • Management to provide for adequate internal parking. • Erection of warning signs along the transportation route and major junctions to alert motorist of prevailing hazards during peak movement of materials.
