PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Hearan Enterprise Limited, is proposing to put up a hotel that will offer hospitality and recreational facility to the area residents. Upon completion, the hotel shall comprise of 15 floors inclusive of the ground floor. In summary, the development shall consist of: 180 suites with guest service areas and risers; lobby; all day dining/dining terrace, washrooms; 2 kitchens; staff kitchen and restaurant; club lounge; 3 meals restaurant; bar; 25m pool; gymnasium; ballroom; business center, offices; meeting and events room. The project will occupy on a 0.882 acres of land. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed Mitigation Measures Biodiversity disturbance • Specify locations for trailers and equipment, and areas of the site which should be kept free of traffic, equipment and storage. • Design and implement an appropriate landscaping programme to help in revegetation of part of the project area after construction. Solid waste • Use materials which generate minimal wastes from their package. • Order through strict budget what is just enough to avoid surplus wastage. • Use some of the wastes generated in other projects. • Ensure proper waste management procedures. • Adherence to Waste Management Regulations of 2006. Waste water • Provide means for handling sewage generated by construction workers. • Conduct regular checks for pipe blockages or damages since such vices can lead to release of the effluent into the land and water bodies. • Monitor effluent quality regularly to ensure that the stipulated discharge rules and standards are not violated Air pollution • Avoid excavation works in extremely dry weather. • Sprinkle water on graded access routes each day to reduce dust generation by construction vehicles. • Adherence to Air Quality Regulations, 2014. Noise pollution • Sensitize construction vehicle drivers and machinery operators to switch off engines of vehicles or machinery not being used. • sensitize drivers not to hoot on site or when passing through sensitive areas such as churches, residential areas and hospitals. • Ensure that construction machinery are kept in good condition to reduce noise generation. • Ensure that all generators and heavy- duty equipment are insulated or placed in enclosures to minimize ambient noise levels. • Work to be limited to daytime only between 8.00 am, and 5.00 p.m. • Adherence to Noise and Excessive Vibration Pollution (Control) Regulations, 2009. Water resources • Conserve and use water responsibly. • Install water conserving taps that turn- off automatically when water is not being used. Promote recycling and reuse of water as much as possible. • Install a discharge meter at water outlets to determine and monitor total water usage Adherence to Water Quality Regulations, 2006. Occupational health and • All fire- fighting equipments to be safety serviced and maintained regularly. • Have several first aid boxes at various sections in the hotel. • Maintain a register for accidents/injuries. • Ensure emergency call numbers are posted at strategic points. • Comply with the provisions of OSHA 2007.
