THE COUNTY GOVERNMENTS ACT

APPOINTMENT
pursuant to section 57 of the County Government Act (No. 17 of 2012). The West
Pokot County Public Service Board was inaugurated on 18th September, 2013.
1.0. Overview of West Pokot County Public Service Board Achievements
In submitting this report, the Board recognises its primary obligation to promote the values and principles referred to in Articles 10 and 232 of the constitution of Kenya 2010. The report will highlight on the achievements realised during the year, the challenges encountered so far and recommendations on how best the challenges can be addressed.
The report is submitted in fulfilment of Section 59 (6) of the County Government Act No. 17 of 2012 which requires the report to be published in the County gazette.
2.0. Recruitment and Selection
In March, 2017, CPSB carried out interviews for the post of Board of Directors, Kapenguria Water and Sewerage Company and forwarded to
CEC water for appointment.
In June 2017, the board interviewed shortlisted candidates for the positions of Medical laboratory technologists, radiographers, Kenya registered community health nurses, nutritionists, clinical officers and pharmaceutical officers.
In November 2017, CPSB recruited candidates for the positions of County Chief officers, County Secretary and County Directors.

2.2 Promotions
The Board considered merit as the basis of promotion for the following officers.

2.3 Discipline
In the year 2016, the Board on its own initiative carried out investigation on the violation of values and principles in the public service.
The Head of Human Resource Management and a clerical officer in the payroll were found to have fraudulently received money belonging to the
County Government. They ha d also made irregular payment of salaries to county government employees. Ghost workers were paid salaries totalling
KSh. 2,978,930.
Steps Taken
The officers were issued with show cause letters giving them an opportunity to exonerate themselves.
They were given a period of twenty-one (21) days to give their responses.
An investigation committee was instituted to investigate the allegations.
Further investigations found the officers guilty of the said offences and they were subsequently dismissed. The disciplinary process was followed appropriately.
2.3 Declaration of Income, Assets and Liabilities.
The County Public Service Board facilitated the Declaration of Income Assets and Liabilities by the County Public Officers in the Month of
December 2017.
2.4 Challenges
The Board has faced various challenges in its promotion of the values and principles.
Vehicles
The Board does not have sufficient vehicles to carry out its mandate. The Board requires two utility vehicles.
Office Space
The Board has inadequate space to carry out its mandate.
2.5 Recommendations
• Provision of adequate resources and funding
• Development of relevant policies that comply with Constitution requirements
• Periodic monitoring and evaluation of employees to ensure effective and efficient service delivery.
• Increased public awareness and understanding of principles and values in public service delivery
• Enhances networking and sharing good practices on governance in the public service
2.6 Conclusion
The Board carried out its mandate as stipulated in the County Government Act section 59, which included recruitment and selection, discipline, promotion of values and principles in the County Public Service, and the promotion of staff.
