NEW FRAMEWORK FOR QUALITY OF SERVICE ASSESSMENT OF TELECOMMUNICATION SYSTEMS AND SERVICES
I. Background
The Communications Authority of Kenya (CA) is the National Regulatory Authority for the Information and Communications Technology (ICT)
Sector in Kenya. CA wishes to notify the general public that it has revised the Quality of Service (QoS) Assessment Framework for mobile communication services.
Article 46 of The ConstitutiOn of Kenya, 2010, provides that consumers have the right to goods and services of reasonable quality, among other rights and applies to goods and services offered either by public entities or private persons. Section 23 of the Kenya Information and
Communications Act, 1998, mandates the Authority to ensure, so far as is reasonably practical, the provision of telecommunication services as are reasonably necessary to satisfy public demand and to protect the interest of consumers with respect to the quality of such services, among other aspects of the services.
