PURSUANT to section 53 (9) of the Advocates Act and Rule 12 (1) of the Advocates (Complaints Commission) Rules, 1991 it is notified for general information that from 1st July, 2018 to 30th September, 2018, the Commission received a total of two hundred and seventy nine (279) new complaints and submitted them for enquiry under the Preliminary Enquiry initiative. During the period under review, fifty (50) complaints were classified and files opened. The matters referred to the Disciplinary Tribunal (DT) during the same period for further action and in accordance with Section 60 (1) of the Advocates Act were four (4). UNIVERSITY OF NAIROBI THE UNIVERSITY OF NAIROBI STATUTES IVA, VA, VIA AND VIIA OF 2016 The University of Nairobi Council's authority to make statutes. The Council is empowered pursuant to sections 23, 40 and 43 of the Universities Act (No. 42 of 2012) and sections 18 (8) (a), (b), (e), (r), (s), (u), (v), 10, 11, 22 and 29 (1), (g), (j), (3 ) (4) and (5) of the University of Nairobi Charter, 2013 to make statutes generally for the government, control and administration of the University. In view of the above, the Council is desirous to: 1. Review the internal management environment of the University to maintain efficiency and effectiveness in operations. 2. Maximize functions and responsibilities of different offices within the University structure. 3. Ensure equity in the work load of established offices, sustain staff motivation and secure maximum support to the University. 4. Reconstitute the office of the Deputy Vice Chancellor (Administration and Finance). 5. Rationalize the functions and responsibilities of the Offices of the: (a) Deputy Vice-Chancellor (Academic Affairs). (b) Deputy Vice-Chancellor (Administration and Finance), and (c) Deputy Vice-Chancellor (Research, Production and Extension). The rationalization and restructuring of the Central Administration are undertaken to ensure maximum support to the University in the right strategy for the future. Therefore, the University Council reorganizes and rationalizes: (a) The Deputy Vice-Chancellor (Academic Affairs). (b) The Division of Finance and Administration and replaces it with two divisions inter alia: (i) Finance, Planning and Development. (ii) Human Resource and Administration. (c) The Deputy Vice—Chancellor (Research, Production and Extension). Therefore, the University of Nairobi Statues, 2013, (i) Statute IV-The Deputy Vice-Chancellor (Academic Affairs), (ii) Statute V-The Deputy Vice —Chancellor (Administration and Finance), and (iii) Statute VII-The Deputy Vice-Chancellor (Research, Production and Extension) are hereby repealed and the following Statutes made, namely; (a) The Deputy Vice-Chancellor (Academic Affairs) Statute /VA The Deputy Vice-Chancellor (Academic Affairs) appointment, duties and responsibilities. 1. The Deputy Vice-Chancellor (Academic) shall be appointed by the Council in consultation with the Chancellor from among professors of the University on permanent and pensionable terms as approved under Section 15 of the Charter. 2. The Deputy Vice-Chancellor (Academic) shall hold office for five years. Provided that the Deputy Vice-Chancellor (Academic) shall cease to hold office in the event of ceasing to be full time member of staff of the University; and provided further that he or she may resign the office or the Council, in consultation with the Chancellor, may terminate his or her services as Deputy Vice- Chancellor (Academic) by giving six(6) months' notice in writing. 3. The conditions of appointment of the Deputy Vice-Chancellor (Academic) shall be as set out in Schedule II to these Statutes and subject to amendments thereto as determined by the Council from time to time. 4. The Deputy Vice-Chancellor (Academic) shall be the head of the Academic Division, whose functions include: preparation of syllabus and regulations, co-ordination of examinations, undergraduate and postgraduate studies, admissions, and academic staff training. 5. The Deputy Vice-Chancellor (Academic) shall be: (i) Chairman of Lectureship Appointments Committee; (ii) Chairman of Senior Lectureship Appointments Committee; and (iii) In the absence of the Deputy Vice-Chancellor (Human Resource and Administration) or on account of other exigencies of service, Chairman of the Appointments Committee indicated under Statute V, 5 (i) and 5 (ii). 6. The Deputy Vice-Chancellor (Academic) shall have such other duties as may be assigned or delegated to him by the Vice-Chancellor or in accordance with Statute III. (b) The Deputy Vice Chancellor Finance, Planning and Development Statute VA 2016. The Deputy Vice Chancellor Finance, Planning and Development appointment, functions and responsibilities. 1. The Deputy Vice-Chancellor (Finance, Planning and Development) shall be appointed by the Council in consultation with the Chancellor from among professors of the University on permanent and pensionable terms as approved under section 15 of the Charter. 2. The Deputy Vice-Chancellor (Finance, Planning and Development) shall hold office for five years. Provided that the Deputy Vice-Chancellor (Finance, Planning and Development) shall cease to hold the office in the event of ceasing to be a full-time member of staff of the University; and provided further that he may resign his /her office or the Council, in consultation with the Chancellor, may terminate his/her services as the Deputy Vice- Chancellor (Finance, Planning and Development) by giving six (6) months' notice. 3. The terms and conditions of appointment of the Deputy Vice- Chancellor (Finance, Planning and Development) shall be as set out in the Schedule to the University Statutes and subject to amendments from time to time. 4. The Deputy Vice-Chancellor (Finance, Planning and Development) shall be the Head of Finance, Planning and Development Division of the University, whose functions include: management of Finance, Assets and Development Plans. 5. The Deputy Vice-Chancellor (Finance, Planning and Development) shall be in charge of: (i) Designing, modeling and managing long-term financial and physical plans. (ii) Optimal utilization and investments of the University's finances and assets. (iii) Annual budget planning, monitoring and management strategies. (iv) Provision of accurate and current financial information to support decision making. 6. The Deputy Vice-Chancellor (Finance, Planning and Development) shall be responsible for appropriate Finance Management Policies and procedures in conformity with the Constitution of Kenya and relevant laws.
