GAZETTE NOTICE NO. 10686

Pursuant to Regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Superior Homes (Kenya) PLC, is proposing to construct residential apartments comprising 202No. two bedroom units, 108No. three bedroom units, 43No. bedroom villas associated facilities and amenities in Kilifi County. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed Mitigation Measures Vegetation • Ensure areas which will not be affected by the disturbance development are not cleared. • Embark on intensive planting of trees to restore and conserve the nature history once the project construction is complete and when decommissioned. • Undertake landscaping in order to replant trees in areas not covered by housing development. Soil and water • Apply soil erosion control measures such as pollution leveling of the project site to reduce run-off velocity and increase infiltration of storm water into the soil. • Ensure that construction vehicles are restricted to existing graded roads to avoid soil compaction within the project site. Air pollution • Ensuring strict enforcement of onsite speed limit (dust, gaseous regulation. emissions) Sprinkling of water on open surfaces and dusty grounds. • Provision of personal protective equipment such as dust masks to workers and other visitors on site. Noise and • Sensitize vehicle drivers to switch off engines of excessive vehicles at the site when not in use. vibration • The project activities be planned to be during the day when most of the neighbours shall be away at work and children at school. • Leave a tree buffer zone around the project site so as to reduce the impacts of noise to the neighbours. • Machinery and vehicles to be used should be frequently maintained so as to reduce the noise which they may produce. Increased solid • Use of an integrated solid waste management waste system i.e. through a hierarchy of options. generation • Ensure construction materials left over will be used in other projects rather than being disposed of. • Ensure that damaged or wasted construction materials will be recovered for refurbishing and use in other projects. • Provide facilities for proper handling and storage of construction materials to reduce the amount of waste caused by damage or exposure to the elements. • Use building materials that have minimal or no packaging to avoid the generation of excessive packaging waste. Occupational • Implement all necessary measures to ensure safety and health and safety of workers and the general health hazards public during operation of the housing project as stipulated in Factories and Other Places of Work Act, Cap. 514. • Well stocked first aid box which is easily available and accessible should be provided within the premises. • Provision must be made for persons to be trained in first aid, with a certificate issued by a recognized body. Increased • The proponent should provide means for meeting effluent waste workers' sanitation needs at the site such as a pit generation latrine. • The pit latrine onsite should not be demolished but to be used by the workers during the project cycle. Impacts Proposed Mitigation Measures Increased water • Promptly detect and repair of water pipe and tank demand leaks. • Sensitize clients to conserve water. • Ensure taps are not running when not in use. • Install water conserving taps that turn-off automatically when water is not being used. • Install a discharge meter at water outlets to determine and monitor total water usage.
