Pursuant to Regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Moi Teaching and Referral Hospital, is proposing to construct a new 4000 beds Multi-specialty Teaching and Referral Hospital in Kiplombe, comprising an emergency area, 22No. general outpatient clinics on three floors, pediatric clinic areas, a five floor medical technology block comprising 15No. units, 6No. ward buildings with 36No. nursing units, administration office block, staff apartments, research development and innovation building, associated facilities and amenities. The following are the anticipated impacts and proposed mitigation measures. Increased safety and health risks Squatters Airborne emissions Soil and water pollution • Raise barriers around noisy equipment. • Notify the public of construction activities that may be perceived as noisy and intrusive prior to starting construction. • Ensure that noise and excessive vibration are within permissible levels as per the provision of the Environmental Management and Coordination (Noise and Excessive Vibration Pollution) (Control) Regulations, 2009. • Use signage to warn staff and/ or visitors that are not involved in construction activities of areas that pose risk. • Regular Supervision of workers to ensure that safety conditions are met. • Develop evacuation procedures to handle emergency situations. • Clear marking of work site hazards and training in recognition of hazard symbols. • Containment of hazardous materials. • Provide adequate protective gear to construction workers. • Squatters to be meaningfully consulted and given enough notice prior to eviction/relocation. • Eviction/relocations to be done in a humane manner. • Support squatters to restore their livelihoods. • Regular servicing to maintain efficiency. • Ensure no burning of waste on sites/non- designated areas. • Covering open stockpiles of construction materials during rainy season. • Implementation of erosion and sediment control measures such as silt fences. • Control the earthworks. • Landscaping to create contours towards the drainage systems. • Create embankments around the premises with excavated earth to prevent loss. • Reinstatement to ensure that backfill material is compacted to a similar value to the surrounding soils. • Seeding and planting of trees, shrubs and ground cover for temporary or permanent stabilization of soil. • Conduct drills at reasonable intervals to test the disaster preparedness level.
