Pursuant to Regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Focus Container Freight Station, is proposing to construct a bulk liquefied petroleum gas storage depot with a storage capacity of 30,000 metric tons in the form of 6 liquefied petroleum gas Horton Spheress each with a capacity of 5000 cubic meters with 16 trucks at a time loading facility, a filling point, hydrant location, jetty, piping and an office. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed Mitigation Measures Vegetation disturbance • Only cut trees within the exact area of development. • Restore cleared sites with vegetation upon completion of construction. Dust and exhaust emissions • Using low sulphur fuels for the vehicles and machines. • Minimize idling of vehicle engines/avoid making unnecessary trips. • Strict adherence to Air Quality Regulations, 2014. Noise pollution • Provide workers with noise safety equipment such as ear muffs. • Use equipment that are quieter during construction. • Adherence to Noise and Excessive Vibration Pollution (Control) Regulations, 2009. Oil spillage and gas leakages • Liaise with licensed waste oil handlers to manage oil spills. • Carry out regular waste water analysis from the site during audits. • Undertake regular inspection of LPG tank and other vessels. Fire risks • Install adequate firefighting equipment with regular maintenance. • Install of ESDs devices at the facility. • Train all workers in fire safety procedures. • Engage fire auditors to undertake regular fire audits at the facility. Fire hazards and accidents • Acquire fire-fighting facilities. • Sensitize workers on fire safety. • No storage of flammable material on site. • Keep well stocked first aid box on site. • Proper handling and use of tools and machinery. Solid waste • Use only NEMA approved waste handlers for waste disposal. • Encourage use of recyclable materials at the facility. Impacts Proposed Mitigation Measures • Install adequate waste collection bins for different waste categories. • Strict adherence to Waste Management Regulations, 2006. • Segregation of waste before disposal. Storm water run- off • Construct sediment traps to retain water. • Plant vegetation/grass at the facility to act as buffers. • Undertake cabro-paving of the entire facility grounds. • Construct and maintain storm water drains. • Cleaning drainage channels of silt and debris. High demand for water and raw materials • Install water conservation pipes. • Sensitize staff to conserve water. • Adopt rain water harvesting technology to supplement water. • Install adequate water storage tanks. • Regular audit of systems to rectify leakages. Workers accidents and hazards • Workers to put on PPEs. • Undertake regular awareness/sensitization of staff on safety. • Comply with the provisions of OSHA, 2007.
