GAZETTE NOTICE NO. 12199

Pursuant to Regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Benchmark International Limited is proposing to construct three chambers which are primary, secondary and tertiary chambers. There are also other sections which include bag filters which cleans the flue gas and a chimney that is designed to be taller than the nearest building around so as to emit any emission to the atmosphere not to affect any building. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed Mitigation Measures Damage to the soil structure • Ensure proper soil compaction and landscaping to prevent any further damage to the structure. Clearing of vegetation • Only remove vegetation from areas for the incinerator construction. • Avoid as far as possible the traversing of bare soil by vehicles to reduce soil compaction. Noise pollution • Vehicles to move at low speeds. • Exposed workers will be provided with protective gear (noise muffs). • Workers are encouraged to behave in an orderly manner. • Grade sites to beneficial levels to be maintained and compensate appropriately the existing topography. • Maintain the cleanliness of the proposed development and its environs. Any possible dust and particulate emissions • Workers to be provided with protective gear. • Observe EMCA (Air Quality Regulations, 2008). • Pursue good practices in equipment and machine use during excavation and construction and sensitize staff. • Ensure that the manuals of operations are followed to the latter to avoid possible accidents. Soil erosion • Only remove vegetation from areas for the incinerator construction or the project site. • Avoid as far as possible the traversing of bare soil by vehicles to reduce soil compaction. • Designate a main access route for heavy machinery. • Avoid site Preparation in period when wind velocities are highest. Environmental aesthetics • -Do landscaping on completion of the proposed project. • Ensure proper finishing along the periphery of the project so as to maintain the project decency. Liquid and solid waste generated • Ensure that all solid wastes are collected and segregated. • Reuse those materials that can be reused. • Contact a licensed solid waste transported to collect solid materials. • Ensure there is no leakage on the illegal drainage systems . they need to connect their drainage systems to the septic tank and the sewer line as approved. • Minimize waste at source by clear and harmonized procurement materials. 23rd November, 2018 THE KENYA GAZETTE Impacts Proposed Mitigation Measures Health and safety concerns • Provide personnel and passers-by signage and warnings traffic control signs and warning. • Provide for appropriate signage and warnings at work sites. • Provide appropriate Personnel Protective Equipment (PPE) to site workers. • Provide for First Aid facilities as per the OSHA, 2007. Oil leaks and spills • Use well serviced machinery to minimize grease/oil leaks. • No servicing of the machinery at the site. Social tensions and conflicts • Ensuring that all the stakeholders are aware of the project and that they have a deeper understanding of its impacts. Traffic flow • Adequate road warning signs to traffic regulations. • Erect speed pumps. Security • Partnership with the neighbors to promote serenity in the area and conserve the environment.
