Pursuant to Regulation 21 of the Environmental Management and Co- ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The Proponent, The Trustees End Time Message Assembly, is proposing to construct a Church, Community Centre and institutional housing center comprising of 33 blocks on Plot L.R No. 9118/9 situated along Magadi Road between GEMS Cambridge International School and Banda School in Karen, Nairobi County. The main design components of the project include 1. Development of the Religious building (Church/Sanctuary) with the following: Balcony seating which has cloak rooms for both gents and ladies and two (2) offices. Sub-basement floor with parking, drive ways, two (2) halls and cloak rooms for both gents and ladies. Ground Floor: this will be the main sanctuary. It will have adequate cloak rooms. 2.Community Centre will comprise of the following: Ground Floor Plan: emergency exit, multi-purpose hall, office, cloak rooms and security room. First Floor Plan; will have a restaurant, kitchen, clinic( with reception, office, 2 consult rooms and staff rooms), ladies and gents gym and changing rooms. Second Floor: will consist of residential units 3.Proposed institutional housing (33 blocks): they will comprise of the following: Ground Floor Plan: this will have two (2) units of three (3) bedroomed houses each with a master bedroom, bedroom 1 and 2, lounge, balcony, dining, kitchen and lobby areas. Typical 1st and 2nd floor plan: will have two (2) three bedroomed units in each floor. The total number of units in one block will be six (6). The entire thirty three (33) blocks will have hundred and eight units (198). (33x6). The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed mitigation measures Site disturbance • Excavate only areas to be affected by buildings. •Dumping of excess excavated materials to sites designated by NEMA and County Authority. •Restoration of sites excavated. Soil erosion • Create and Maintain soil traps and embankments. Solid waste • Ensure waste materials are disposed of on county authorities and NEMA approved sites. •Ensure re-use of materials that can be re-used. •Use of the 3rs — Reduce, Re-use, Re-cycle. •Regular inspection and maintenance of the waste disposal systems during operation phase. •Establish a collective waste disposal and management system. •Provide waste disposal bins to each house well protected from adverse weather and animals. •Adherence to Waste Management Regulations of 2006. Air pollution • Water sprinkling of driveways or the use of biodegradable hydrant e.g. Terrasorb polymer will reduce dust emission during construction. •Ensure servicing of vehicles regularly. •Adherence to Air Quality Regulations, 2014. Noise pollution and • Ensure use of serviced and greased vibration equipment. •Switch off engines not in use. •Construction work to be confined to between 8 a.m. to 5 p.m. •Ensure use of earmuffs by machine operators. •Adherence to Noise And Excessive Vibration Pollution (Control) Regulations, 2009. Liquid waste • Regular inspection and maintenance of the waste disposal systems during the operation phase. •Connection to treatment plant. •Adherence to Waste Management Regulations of 2006. Occupational Health • Provide First Aid Kits on site. and Safety • Proper signage and warning to public of heavy vehicle turning. •Ensuring Building Strength and stability. •Provide clean water and food to the workers. •The contractor to abide by all construction conditions especially clause B12 which stipulates health safety and workforce welfare. •Comply with the provisions of OSHA 2007.
