The Act requires consultation with the county govemments and the public/ other stakeholders to give their comments prior to enacunent and implcmentation of rcgulations. In compliance with the provisions of the Crops Act and the Satutory lnstruments Act (No. 23 of ?,ol3), the Ministry announces to the public thc availability of draft Sugar (Gcncral) Regulations, 20 1 8, the Crops (Sugar Imports, Exports and By-Products) and draft Regulatory Impact Shrcmcnt. The objective of tre draft Sugar (General) Regulations, 2018, and the Crops (Sugar Imports, Exports and By-Products) is to provide for the rcgulation, promotion and development of the sugar industry in Kcnya. The Regulatory Impact Statement contains detailed information on the Sugar (General) Rcgulations, 2018, and thc Crops (Sugar,Imports, Exports and By-Products). The draft Regulatory Impact Statcmcnt will also be subjccrcd to indepcndent cxpcrt rcview as to its adequacy. Thc Constitution, Crops Act and the Statulory Instruments Act providc that the public participates in the decision making-process through submission of commcnts to ttre Ministry. It is in this spirit that we nequest the public to participate by submi$ing their comrnents to - the Ministry through the provided address. The Ministry thereafter, will draft the final decision on the draft Sugar (General) Regulations 2018, and thc Crops (Sugar Lnports, Expo(s and By-Products) 2018 based on adequacy, socio-economic considcrations and comments received from the public. After all considerations and following approval of Parliament, the Ministry shall publish the draft Sugar (General) Regulations 2018, and the Crops (Sugar Imports. Exports and By-Products) 2018 which shall apply to all aspects of the Sugar sector. All interested persons should submit written comments on the draft Sugar (General) Regulations 2018, and the Crops (Sugar Imports, Exports and By-Products) 2018 and the draft regulatory impact statement using the prescribed public comments form, to reach the undersigned not later than February,9,2018.
