Pursuant to Regulation 21 of the Environmental Management, and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the 15th March, 2019 THE KENYA GAZETTE 1065 National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, ACME Wanji Investments Limited, is proposing to construct three blocks (further divided into six blocks) of thirteen {13, (ground + 12)} floors comprising of one hundred and eighty one (181) housing units, 126 basement parking bays and 58 ground floor parking bays; the ground floor will also have 28No. residential units, walkways, green areas, swimming pool, gym area, caretakers's office and store and drive ways; typical 1st to 12th floors will comprise; Block 1 will have 24No. three (3) bedroom residential units with a detached servant's quarter (DSQ) for each; block 2 will have. 36No. three (3) bedroom units; Block 3 and 4 will have 48No. three bedroom units with a DSQ and a balcony; block 5 and 6 will comprise 48No. three (3) bedroom units with DSQ and 2 balconies, on plot L.R. No. 27253/68 in Syokimau area, Movoko Sub-County, Machakos County. The following are the anticipated impacts and proposed mitigation measures:. Impacts Proposed Mitigation Measures Soil erosion • Implement soil erosion control measures and compact soil in open areas. Effluent discharge • Provide a sewer connection line to MAVWASCO sewer line. • Monitor effluent quality regularly to ensure that the stipulated discharge rules and standards are not Violated. • ensure that no waste water is discharged directly into the immediate environment. , • Ensure that convenience facilities are adequate for all the emplqyees on site and are cleaned on a daily basis. Increased energy • Advocating for the use of other renewable use sources of energy such as wind and solar energy, install solar panels. • Use of clean fuels e.g. unleaded and de- sulphurized fuels in vehicles. • Paving should only be carried out where necessary to reduce the reflection of the solar radiations. • Using sustainable drainage systems that mimic the natural percolation Of water into the soil, and green roofs where possible. Noise pollution- • Ensure that construction machinery are kept in good condition through regular servicing and maintenance to reduce the amount of noise generated during use. • All construction activities must be limited to between 8 a.m. and 5 p.m. during weekdays. • ,No heavy construction activities/ noise generating activities shall be undertaken on Sundays and public holidays. • No construction activities shall be carried out on site at night; • No blasting of stones if any shall be carried out within the project without prior notice being issued. • Comply with EMCA (Noise and Excessive Vibration Pollution Control) Regulations 2009. • Ensure that all workers are provided with and wear PPE at all times. • Ensure use of suppressors or noise shields on noisy.equipment. Solid waste • Waste minimization by avoiding generation unsustainable construction practices. Impacts Proposed Mitigation Measures • Provision of waste collection bins and cubicles for collection and temporal holding of the generated waste within the site before disposal. • Provide solid waste handling containers within the project site to help in proper collection and management. • Contract a registered and licensed waste collection company to assist in the disposal of the generated and collected solid waste to the County's designated final disposal she., • Ensure separation at source of the solid waste generated on site is done to enhance reusing of any material recovery. Increased , water • Sensitize construction workers dh the demand importance of proper water management. • Replace or repair leaking pipes supplying water to the construction sites to minimized wastage from`leakages or pipe burst. • Ensure provision of adequate water storage facilities on the construction site to meet project needs during periods of high demand exterually and refill of storage tanks during periods of low demand. • Reuse of waste water from the construction activities for curing of concrete surfaces and cleaning of equipment so as to reduce on the fresh water use. • Direct construction water run-off to areas where it can soak into the ground or be collected and reused. • Lock water tank valves to prevent unauthorized use and discourage wasteful use of water by construction workers. • Repair water equipment as needed to prevent unintended discharges. Equipment such as water trucks and water reservoirs need to be inspected on a regular basis and incase of damage or fault, repairs should, be undertaken immediately. • Install smart water meters and showers with Infra-red Radiation sensors to control water use during occupation. Air pollution • Avoid excavation works in extremely dry weather when soil is pulverized. • ,Ensure all trucks delivering construction materials such as sand or those transporting wastes are properly covered to prevent the spread of dust. • Ensure proper planning of transportation of materials to ensure that vehicle fills are increased in order to reduce the number of trips done per vehicle. • Provide adequate personal protective gears to all employees. • Ensure all .transportation trucks are covered while carrying away excavated soils and construction debris for final disposal. ' • Trucks bringing in construction materials should be used to ferry away any returnable to the supplier. Occupational health • Provide adequate well stocked first aid and safety boxes across the site and adequately train all staff on basic firsi aid administration. Impacts Proposed Mitigation Measures • Adequate warning/inductions and instruction signs must be prominently displayed on the project site. • Ensure that workers at the site are adequately protected through provision of suitable personal protective gears. • Limit public access to the construction site. • Ensure that all construction machines/ equipment are operated by experienced personnel and regularly serviced in order to avoid any accidents. Fire • Smoking on site or burning of waste should be prohibited so as to reduce the source of ignition at the site. • Electrical works such as electrical wiring should be done by qualified technicians or engineers. • Place portable fire extinguishers at suitable locations. • Train and induct workers on the use of fire extinguishers and other fire-fighting equipment. • Designate a fire assembly point. • Ensure fire safety warnings are prominently displayed at appropriate locations where fires are likely to occur.
