Pursuant to Regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Dayah Construction Company Limited, is proposing to construct three blocks of fourteen (14) floors comprising of two hundred and five (205) residential units, twenty six (26) shops and 398 parking bays and other associated facilities and amenities on Plot L.R. Nos. 209/19441 and 19442 located along Third Parklands Avenue in HighBridge area, Nairobi City County. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed Mitigation Measures Air pollution • Use of dust screens/nets around the construction site to contain and arrest dust. • Regular sprinkling of water on work areas to prevent fugitive dust violations. • Ensure no burning of waste such as paper and bottles on non-designated areas. • Regular covering and watering of all exposed stockpiles on site. • Regular and prompt maintenance of construction machinery and equipment to minimize generation of hazardous gases. Noise pollution • Construction works shall be carried out during the day. The contractor shall use noise shields on noisy, equipment such as corrugated iron sheet structures. • All noisy activities shall be scheduled concurrently during the construction to reduce the exposure period. Solid waste • Operation of the noisy machinery shall be carried out when necessary and switched off when not in use. • Provide and enforce the use of Personal Protective Equipment (PPE) by the workers at all times during the construction phase. • Monitor noise levels as per NEMA and NCC guidelines. • Engage the services of the NEMA waste contractor to handle the waste. • Covering of the trucks when transporting building materials and waste. • Segregation of the water at source before disposal to designated areas. • Use of an integrated solid waste management system through a hierarchy of options: source reduction, recycling, composting and reuse. 15th March, 2019 THE KENYA GAZETTE 1071 Impacts PropOsed mitigation measures components. Noise and vibration • Sensitize construction vehicle drivers and machinery operators to switch off engines-of vehicles or machinery not being used. • Strictly adhere to the provisions of the Noise Prevention and control Rules, 2005 regarding workplace noise production limits. Solid waste • Use of an integrated solid waste management system through a hierarchy of options: source reduction, recycling, composting and reuse, combustion and sanitary land filling. • Thorough accurate estimation of the sizes and quantities of materials required, order materials in the sizes and quantities they will be needed. • Ensure that construction materials left over at the end of construction will be used in other projects rather than being disposed off. Increased water • Install water conserving taps that urn-off demand automatically when water is not being used. • Promote recycling and reuse of water as much as possible sensitize workers to reduce water wastage or reuse water where feasible. • Install a discharge meter at water outlets to determine and monitor total water usage. • .Promptly detect and repair of water pipe and tank leak. Air pollution • Ensure regular collection and disposal of solid waste to avoid air pollution. • Periodic maintenance of generator and water pumps. • Comply with Air Quality regulations. Health and safety of • Workers to be adequately insured against workers acoidents. • All workers shall be sensitized before construction begins on how to control accidents related to construction. • Provide first aid kits at strategic places in the site. • Provide PPEs to the workers and ensure that they wear at all times. Increased energy • Ensure electrical equipment, appliances and consumption plights are switched off when not being used. • Ensure planning of transportation of materials to ensure that fossil fuels (diesel, petrol) are not consumed in excessive amount. • Monitor energy use during construction and set targets for reduction of energy use. Liquid waste • Channel all liquid waste to the existing sewer line along the access road. • Conduct routine inspection and monitoring of the internal drains to identify and repair any leakages and blockages. • Provision of adequate sanitary facilities to the workers during the construction. • Regular inspection and maintenance of the internal sewer system. Water demand • Connect to the existing water supply after the acquisition of the relevant permits. • Drill a borehole to supplement the existing water supply. • Use of water• efficient fittings/fixtures for plumbing products and white goods. • Provision of adequate water tanks for water storage.
