Pursuant to Regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Vipingo Development Limited, is proposing to construct a commercial centre which will comprise a supermarket, restaurant, banking services, medical facilities, gym, bar play area, hotel office, car pack, filling station, a car wash and other associated facilities and amenities on plot L.R. No. 5025/97 in Vipingo, along Mombasa—Malindi Highway, Kilifi County. The following are the anticipated impacts and proposed mitigation measures: Proposed Mitigation Measures • Source building materials from local suppliers who use environmentally friendly processes in their operations. • Ensure accurate budgeting and estimation of actual construction material requirements. • The contractor ill commit to extensive use of recycled raw materials as will be appropriate and in a manner that does not compromise the safety of the developer. • Ensure that damage or loss of materials at the construction site is kept minimal through proper storage. • Provide means for handling sewage generated at the premises. • Conduct regular checks for pipe blockages or damages. • Monitor effluent quality regularly to ensure that the stipulated discharge rules and standards are not violated. • Design and construct water treatment plant/s so as to recycle wastewater generated from the development. • Comply with the provisions of Environmental Management and Co-ordination (Water Quality) Regulations, 2006. • Consider harvesting and recycling storm water for utilization within the project site. • Disposal of storm water that will not be harvested will be via surface drain off. • Apply soil control measures such as levelling the project site. • Ensure that any compacted areas are ripped to reduce run-off. • Sensitize residents in use of energy efficiently. • Ensure that construction vehicles are restricted to existing graded roads to avoid soil compaction within the project site. • Prompt detect and repair of the water fixtures and fittings. Energy demand • Use of•solar energy as an alternative source of energy. • Install and routine maintenance of energy efficient fixtures and fittings. • Turn off the machinery and equipment when nbt in use. • Put off all the lights immediately when not in use. Increased traffic • Ferry building materials during off-peak hours. • Employ traffic marshals to control traffic in and out of site. • Provide billboards at the site/entrance to notify motorists and the general public about the proposed project. • Enforce speed limits for construction vehicles especially along the adjacent roads. • Develop a traffic management plan to ensure that the site vehicles do not interfere with the regular traffic along the access roads. Impacts Proposed Mitigation Measures • Limit public access to the construction site. • Ensure that all construction machines/ equipment are operated by experienced personnel and regularly serviced in order to avoid any accidents. Solid waste generation • Ensure use of suppressors or noise shields on, noisy equipment. • Use of an integrated solid waste management system. • Through accurate estimation of the sizes' and quantities of materials required. • Ensure that construction materials left over at the end of construction will be used in other projects rather than being disposed of. • Waste collection bins to be provided at designated pants on site. • Private waste disposal company to be contracted , to transport and dispose the solid waste from site.
