pursuant to section 57 of the County Governments Act, 2012 being the actualization of Article 235 of the Constitution of Kenya, 2010 which the County Government has the task of: (a) Establishing and abolishing offices in its public service. (b) Appointing persons to hold or act in those offices, confirming appointments, and (c) Exercising disciplinary control over and removing persons holding or acting in those offices. Promotion of Values and Principles of Public Service Report on measures taken and program achieved in the realization on National Values referred to Articles 10 and 232 of the Constitution. These include: (a) Patriotism, national unity, sharing and devolution of power, the rule of law, democracy and participation of the people. (b) Human dignity, equity, social justice, inclusiveness, equality, human rights, non-discrimination and protection of the marginalized. (c) Good governance, integrity, transparency and accountability. (d) Sustainable development. Declaration of Income, Assets and Liabilities In December 2018, the Board gazetted Administrative Procedures on Declaration of Income, Assets and Liabilities (DIALs) pursuant to section 33 (1&2) of Public Officer’s Ethics Act, 2003. Delegation of Duty The Board appointed all chief officers as authorized officers. Their mandate include: (i) Engagement of casuals for a period of three (3) months according to the current labour laws. (ii) Disciplinary powers on County officers from Job group R and below. The process should include; Warning, Show cause, Interdiction, Suspension, Reprimand, Recovery of the cost or part of the cost of any loss or breakage caused by default or negligence, and Withholding, deferment and stoppage of salary increment. Training on Values and Principles of Public Service In April 2018, the Board sampled County departments in Pokot Central, Pokot North, Pokot South and West Pokot on compliance of values and principles of good governance the programme was facilitated by Kenya Devolution Support Programme (KDSP). During induction of new staff in the county, training on values and principles of public service is handled by the Board. This is a continuous exercise. Policies (i) In July 2018, the Board developed an employment of casual staff policy document, and circulated to the Authorized officers for implementation. (ii) In November 2018, the Board developed a policy document on Governor’s Special Advisors. This is to ensure that the office the office of the Governor is guided effectively. Recruitment, Selection and Appointment of Staff The CPSB recruited 272 (two hundred and seventy two) staff. The Board reviewed the cases of officers on special leave and recalled 18 of them. The remaining cases are still under investigation. Recommendations (a) Provision of adequate resources and funding towards promotion of values and principles in public service. (b) Development of relevant policies that comply with Constitution requirements. (d) Increased public awareness and understanding of principles and values in public service delivery. (e) Enhanced networking and sharing good practices on governance in the public service. (f) Increased prompt visits to County departmental offices. This should be conducted at a regular basis preferably two times in every quarter. C. I. C.
